As Head of the PMU, the Program Manager will be accountable to the Program Coordination Committee (PCC) and funding agencies for the overall management of the program and will ensure that outputs are achieved in accordance with the conditions of the VHSSP agreement.

He/she will lead the program and will have the following specific responsibilities:

  • Represent the project at the national level.
  • Undertake regular consultation and collaboration, and coordinate with implementing partners to ensure all VHSSP activities are implemented in accordance with cost, time, resources, and quality.
  • Coordinate the day to day implementation of the VHSSP including the provision of support to implementing partners and stakeholders.
  • Motivate and manage PMU staff to ensure that all program work plans and budgets are in place to attain program objectives.
  • Regularly appraise staff and provide feedback and support to ensure continuous improvement of staff performance.
  • Recruit, contract, manage, support and monitor any short-term technical assistance from service providers appointed to support implementing agencies.
  • Monitoring of all VHSSP activities including providing regular feedback to implementing agencies according to contractual obligations under the program.
  • Participation in all PCC meetings and ensuring that all relevant stakeholders attend.
  • Develop an overall monitoring and performance assessment framework and manage performance assessment of the VHSSP.
  • Responsible for preparation and timely submission of program reports.
  • Prepare and revise work plans and budgets for the program.
  • Comply with and support annual reviews undertaken by client.
  • Responsible for overall quality assurance and coordination of learning networks among implementing agencies.


  • A qualified health professional with a Masters in Public Health or equivalent experience.
  • 10 years experience in public health specifically health service delivery, preferably in southern Africa.
  • Ideally at least three years public health experience in Zimbabwe and/or familiarity with health sector policy debates in Zimbabwe and experience of working in emergency health programs.
  • Proven ability to work in close collaboration with health ministries, local health authorities and with key stakeholders.
  • Excellent communication skills with experience in team building, management of staff and staff development.
  • Flexibility, ability to adapt to a changing environment and willing to travel frequently in arduous conditions.
