Key Experts 4-8: Five Thematic Experts for the 5 Regional

Priority requirment:

  • In depth understanding of management, development and sustainability issues in at least one of the regional environmental themes; experience of project development and EDF procedures.

    Qualification and skills

  • University degree or equivalent preferably with post-graduate qualification

    Personal skills

  • Team player with excellent communication skills; a `catalyst' with ability to get round problems; a well motivated self-starter with vision.
  • Able to use standard office software package, email and INTERNET effectively for remote working in teams.

    Languages

  • Fluent in English/French (according to pertinent RIC), and preferably with good working knowledge French/English.

    Knowledge of Portuguese would be an advantaged.

    General experience

    Professional

  • At least 5 and preferably 10 years experience in the domain of the regional THEMA.

    Developing Countries

  • At least 5 years experience of working in developing countries.

    Project Cycle

  • At least 5 years experience related to project development (identification, design, proposal writing, and evaluation).

    Specific experience

    EC-EDF

  • Experience of at least 1 EDF project/programme in the last 10 years.

    Programme Objectives

  • Experience in environment and development decision making processes will be an advantage.

    Environmental Themes (THEMA)

  • At least 5, and preferably 10, years experience in development projects is required.

  • Experience in environmental monitoring for management response and particular know-how in the theme that s/he will be seconded will be an advantage.

    Earth Observation

  • Knowledge of the application of earth observation, in particular relating to the regional theme to which s/he will be seconded will be an advantage.

    Training

  • Experience of capacity development and training will be an advantage. Note: in regions where earth observation skills are stronger, the preferred specialist would have more expertise in management issues and policy/decision making related to the regional theme.

    In regions where earth observation skills are less developed, a greater understanding of EO techniques will be require, the balance being made up with support from the TD-TA or short term TA.
