The Chief Elections Officer
The Chief Elections Officer is an ex officio member of the Commission, is the primary delegate of the Commission in respect of its constitutional and legal mandate, the head of the Secretariat and is in charge of day to day management of the Commission.
A key part of the responsibilities for this position is to ensure prudent management of the Commission’s resources, integrity and professional performance of all Commission functions.
Lead the development of the Commission’s Strategic Plan, annual work plans and other operational documents.
Accountable to the Commission for execution of all programmes and plans in line with the Commission’s constitutional and legal mandate.
Oversee and ensure prudent financial management; adequate budgetary allocations; establishment of strict approvals and adherence to approved budgetary allocations.
Oversee the planning and execution of key electoral events.
Oversee the coordination and efficient management of the Secretariat which includes managing the process of change and review and implementation of the strategic and operational plans.
As the Commission’s Accounting Officer, safeguard the Commission’s assets including prudent management of the Commission’s financial resources.
Oversee the implementation of transparent and prudent procurement and operational processes and ensure integrity of the Commission’s affairs.
Oversee that the Secretariat is adequately resourced by competent personnel and facilitate effective and efficient management of the Commission.
Cultivate a performance oriented culture of professionalism, integrity, accountability and ensure a motivated and competent Secretariat.
As the Secretary to the Commission, ensure safe custody of all Commission policy, strategic and management documents to facilitate decision making and institutional memory.
Develop accountability structures and ensure all divisions deliver on their performance indicators.
Review division reports and prepare periodic reports and the Annual Commission Report
Minimum of a Masters degree in Social Sciences, Law or Public/Business Administration.
Minimum of ten years management experience; five of which must be at a senior management level with a demonstrated track record in delivering significant strategic initiatives.
Experience in public sector management, electoral administration, or human rights would be an added advantage.
