Network Administrator National Public Health Laboratory Services

The National Public Health Laboratory Services (NPHLS) at the Ministry of Public Health & sanitation seeks to recruit a Network Administrator.

This is a fulltime position funded by USAID/Kenya and based at the National Public Health Laboratory Services (NPHLS).

The post holder will be a member of the NPHLS data management team;

  • the Network Administrator will oversee computer network to ensure it functions smoothly.

  • Specifically, design, setup, configure and manage a Local Area Network (LAN).

  • Perform a variety of maintenance, evaluation, installation, and training tasks to ensure LAN performance meets company and user requirements.

    This position reports to the Project Manager, Laboratory Information Management System (LIMS)

    Essential Functions:

  • Design and set up the infrastructure for LAN computer network

  • Customize the network to meet Public Laboratory's needs by connecting the necessary hardware; workstations, printers, file servers and other related equipment, and software to the network.

  • Monitor performance of the network and troubleshoots any problems such as slow performance or network crashes.

  • Evaluate and/or recommend purchases of computers, network hardware, peripheral equipment, and software;

  • Investigate user problems, identify their source, determine possible solutions, test and implement solutions.

  • Keep records of all users' problems and errors as well as the steps taken to solve the problems and use the information to help anticipate, and prevent or solve future problems.

  • Perform and/or oversee network installation and upgrades.

  • Maintain site licenses for department/organization.

  • Develop, install, and maintain emergency systems to back up the main network server.

  • Develop and conduct various training and instruction for system users on operating systems, internet/emails, and other applications; assist users in maximizing use of networks and computing systems.

  • Monitoring the network to see who is .using it and how

  • Monitor network usage and its effect on ICT resources availability and performance expectations.

  • Manage and supervise scheduled preventive maintenance and other infrastructural contracts with ICT vendors.

  • Ensure timely user notification of maintenance requirements and effects on system availability.

  • Develop and implement operating procedures that optimize network availability.

  • Control access to the network

  • Create firewall to avoid unauthorized access to the system, set up and regularly change passwords for individual users and determine which files, programs, or features each person is allowed to use, and provide access rights accordingly .

  • Perform technology needs analysis and assist with technology planning through on-going research.

    Qualifications & Experience

  • Bachelor's Degree in Information Technology, Computer science, Telecommunication, Electrical & Electronic Engineering, with CCNA certification OR MCSE certification

  • Minimum Five (5) years experience in computer networking, Knowledge of a range of computer networking systems and languages to include Cisco, Microsoft, or similar computer networks.

  • Must have good working Knowledge of current computing and network hardware and peripheral equipment.

  • Ability to install, configures, and maintains domain computers, networks, and related hardware and software.

  • Knowledge of federal copyright laws as they pertain to the use of computer software.

  • Must posses thorough Knowledge of computer and/or network security systems, applications, procedures, and techniques.

  • Ability to identify and resolve computer system malfunctions and operational problems, and skill in organizing resources and establishing priorities.

  • Ability to provide technical training to end users. Ability to learn and support new systems and applications.

  • Excellent interpersonal & communication skills, an ability to communicate technical information to non-technical personnel.
