2015 Secondary School Scholarships in Kenya for 2014 KCPE Candidates

Standard eight candidates who sat their Kenya Certificate of Primary Education examinations in November 2013 month will know their results Tuesday 31 December 2013.

The Kenya National Examinations Council has said it will release the results on Tuesday 31 December 2013.

"The Kenya National Examinations Council wishes to inform parents and guardians, candidates, stakeholders and the general public that the 2013 KCPE examination results will be released on Tuesday 31 December 2013," said a notice carried in the dailies.

The results will be a perfect New Year’s gift for those who will perform well, but it will be a present to forget for those who will be at the bottom.

Education Cabinet Secretary Jacob Kaimenyi will preside over the release for the first time at Mitihani House in Nairobi. It will be the first school results under the Jubilee government.

Candidates have also been asked to be ready to get their results through mobile phones via SMS code 22252.

"The SMS will only be charged upon receipt of the examination results. Therefore, subscribers are advised to send one SMS and wait for the results before sending another one," KNEC indicated.

Unlike before, schools will be able to pull results slips from the KNEC online portal two weeks after results are out. Candidates will not have to wait for the council to send them to their schools.

This year, 844,475 candidates sat for the exams in more than 24,000 examination centres. Last year the number was 811,930.

Selection of 2013 KCPE Candidates for Form One Places Starts

Selection of candidates for Form One places begins on Tuesday January 14. New quota rules issued by the Education ministry will take effect.

Education Cabinet Secretary Jacob Kaimenyi will launch the selection. The first selection targets the 2013 Kenya Certificate of Primary Education examination candidates who will be joining National Schools.

Those admitted are expected to join their new schools early February 2014.

Available slots for national schools will be filled first, after which the schools will send calling letters to the selected candidates.

Under the new rules introduced last year, the top two candidates in each district will be enrolled in the 78 national schools regardless of whether they sat their exams in a private or public primary school.

After the national schools’ selection, all the other qualified candidates will fight it out for slots on a pro-rata system developed to ensure equity.

Education PS Belio Kipsang has indicated that the Education Cabinet secretary will launch the exercise on Tuesday and then schools will be expected to release their calling letters.

Under the new guidelines, former provincial schools will admit students from across the country using a prescribed formula.

In a circular to all education officials and principals, Mr Kipsang said the new selection guidelines were meant to ensure proportionate sharing of national secondary school spaces between public and private primary schools through a quota system and affirmative action.

It would also harmonise selection throughout the country at the national, county and district levels, he said.

Those selected will begin reporting to their new schools on February 3, while the final replacement date for those who will have forfeited their places is March 20.

Secondary School Selection Starts on January 14, 2014

About 200,000 candidates who sat for their 2013 Kenya Certificate of Primary Education exam will miss Form 1 places when the selection starts on January 14, 2014.

It is only candidates who scored more than 200 marks are assured of space in the 6,163 secondary schools in Kenya.

Education Cabinet Secretary Jacob Kaimenyi urged candidates who will miss space to join vocational schools.

Competition for national schools will still be high even after elevation of 27 county schools to that category. Prof Kaimenyi put on hold their selection of top candidates until this year - 2014.

The number joining the 78 national schools will remain 16,000 like last year.

The selection will begin with national schools, which admit students from all parts of the country.

County and district schools will follow.

40 per cent of the slots in county schools will be reserved for candidates from the schools’ host counties, a further 40 per cent for candidates from other counties and 20 per cent for candidates from the host district.

There are 5 schools that are allowed to select their new students before the actual selection date.

These are Starehe Boys Centre, Starehe Girls, Moi Forces Academy Nairobi, Moi Forces Lanet & Utumishi Academy.

Vacancies in these schools are preferentially given to candidates from humble backgrounds and those whose parents serve in the uniformed forces and the public service.

The top boy and girl in each county will automatically join national schools of choice. The selection will still use the contentious system them favours candidates from public schools. This system allows public schools, which register the majority of candidates, to take the lion’s share of slots in national schools.

Candidates from private academies who wish to join these prestigious schools are required to score top marks.

All candidates are allowed to choose four national schools when registering for their KCPE examinations.

They also choose three county schools. Of these, two must be from within their counties, while one is selected from other regions.

Schools are required to take up 45 new students per stream.

When releasing the results, Prof Kaimenyi said this year’s transition rate would be higher than previous years — at 70%.

Private Schools Want Review of Form 1 Intake

Private schools want a review of the Form 1 selection process to national schools.

They want a review of the selection method to ensure that candidates are allocated space in top secondary schools depending on the marks they obtained.

They want Form 1 slots in the national schools to be allocated on merit.

They say the current selection process that gives public schools a large number of slots is discriminatory.

Kenya Private Schools Association (Kepsa) chief executive officer Peter Ndoro said that the formula used in 2012 discriminated against many private candidates.

He noted that this time, transparency and merit should be key. The selection for 16,000 Form One students in the 79 national schools is to begin on January 14, while those of country and district schools will follow later.

The Ministry of Education announced this when it released results of last year’s KCPE exams.

At present, 40 per cent of the slots in each county school are reserved for candidates from the host county. Another 40 per cent is reserved for schools in other counties while the remaining 20 per cent are reserved for candidates from the host district.

Over 200,000 students who sat last year’s KCPE will miss Form One places. Private schools were allocated 7,000 places during the 2012/2013 Form One selection, translating to 46 per cent of the first form slots.

Education Cabinet Secretary Prof Jacob Kaimenyi said an additional 27 schools have been elevated to national status but noted that they would recruit their first candidates next year when their transformation to national schools is complete.

50% Failure Rate - KNEC 2013 KCPE Results

More than 50 per cent of the pupils who did 2013 KCPE failed.

Around 467,000 pupils out of 839,759, scored less than 250 marks. Garissa, Wajir, Mandera, Kiambu and Nakuru counties top the list of poor results. Out of 7,507 candidates from Garissa county, only 1,306 candidates scored above 250 marks and have a guarantee of going to secondary schools when the form 1 selection begins on January 14.

Garissa had 10 candidates who scored less than 50 marks with 4,811 others scoring below 200 marks.

Wajir had 3,687 candidates who sat for the exams. About 945 candidates got above the 250 passmark. Around 2,700 were below the passmark.

Mandera county had 4,747 candidates. Only 775 managed to get 250 marks and above.

Out of 37,549 candidates who sat the exams in Kiambu county, 20,785 got below average marks. Two candidates scored between zero and 50 marks, 640 candidates were in the range of 51-100 marks, 3,154 had 101 to 150 score, those who ranged between 151-200 marks were 7,524. A whooping 9,463 candidates scored between 201-250 marks.

In Nakuru 23,330 out of 42,341 candidates scored below the average.

Both Kiambu and Nakuru counties had large numbers of candidates who got below 100 marks in the exam. 642 and 587 candidates from Kiambu and Nakuru respectively scored below 100 marks. Nakuru had second largest candidature in the country followed by Kiambu county.

Nairobi county with 45,646 candidates had 19,589 below average.

200,000 to miss Form 1 places

Close to 200,000 candidates of the 2013 KCPE exam will miss secondary school places as public schools take up the lion’s share of slots in the top institutions.

Only 647,602 out of the 843,626 pupils would get places, Education Cabinet Secretary Jacob Kaimenyi said Tuesday.

Speaking during the launch of Form One selection at the Kenya Institute of Curriculum Development in Nairobi, Prof Kaimenyi also disclosed that about 4,294 candidates from private schools will get slots in the 78 national schools.

"Candidates from private schools will take up 25 per cent of the national schools slots while the remainder will go to public schools," he said.

Prof Kaimenyi noted that even with deliberate efforts to level the ground for all candidates, it was clear that the private candidates will still get more than their share of spaces in national schools.

He said measures were in place to ensure the proportionate sharing of national school slots between the two categories of candidates.

"About 77 per cent of the 2013 candidates will be able to join Form One this year. The remaining 23 per cent have an opportunity to pursue further education and training through alternative channels such as those in the directorate of youth training," the minister said.

More than 17,175 candidates will join the 78 national schools, with 9,045 being male and 8,130 female.

The 24 special schools will take 824 candidates while the 303 former provincial schools, now known as extra-county schools, will admit 53,625 students.

The 1,330 county schools will admit 121,902 candidates, while 5,399 district schools will take 392,742.

The 933 private secondary schools will admit 61,334 candidates.

In 2012, 818,298 candidates sat for KCPE in which 628,051 secured places in secondary schools.

Prof Kaimenyi added that youth polytechnics can absorb 100,000 candidates to pursue various courses, adding that more such institutions would be set up across the country.

He said the selection has been computerised to make it more efficient, effective and transparent with the guiding principle being merit, choice, equity, national integration and availability of places.

Selection by extra-county schools will be on January 20 and 21, with sub-county schools picking students on the 22nd. "All students will report to their respective schools between February 3 and 10," he said.
