Why is it that only those who got 200 and above are only one to join form one?

A. Limited places in public secondary schools in the country. Those with less than 200 can apply to join private schools. A big number of those with more than 200 marks still join private schools. Many have above 300 and others with more than 400 still opt for prestigious private schools.
