KNEC should take responsibility over exam cheating

Education stakeholders want the Kenya National Examinations Council (KNEC) to be held accountable for the exam irregularities.


This is after a total of 2,079 candidates were involved in cheating in this year’s Kenya Certificate of Primary Educations (KCPE) examinations.

The stakeholders argued that protection of the national exams lies squarely under the care of KNEC.

National Assembly's Education Committee chair Sabina Chege said there was need for more action in curbing exam cheating menace.

Ms. Chege who is also the Muranga County Women Representative said that it is no longer fun to circulate exams to candidates before they sit for the paper, adding that KNEC is the custodian of all exams.

"It’s no longer fashionable to be circulating the exams to candidates.

KNEC has to do more in curbing the menace. They are the custodians of exams," said Chege.

The legislator also attributed the drop in performance of public schools to incessant teachers’ strikes experienced just at the beginning of third term.

Ms. Chege challenged teachers unions to ensure that they look for other ways of engagement other than resorting to industrial actions.

Speaking immediately after the release of the 2015 KCPE results at Mitihani House, Ms. Chege urged the unions to engage the Ministry of Education since the new CS had shown willingness to dialogue.

Kenya Union of Post Primary Education Teachers (Kuppet) Secretary General Akello Misori concurred with Chege that KNEC must take responsibility for the mess in exams.

"KNEC is squarely responsible for the examination irregularities. Arresting teachers at school level will not help," said Misori.

According to Misori, KNEC must ensure that exam leakages are stopped from the headquarters, adding that the irregularities occur from the source and not at the end.

"KNEC has admitted liability in its systems and administration. It must therefore fix it. They have shown that they lack the capacity to administer exams," said Misori.

At the same time, Misori dismissed Education CS Fred Matiang'i sentiment on teachers' absenteeism, saying that Teachers Service Commission (TSC) is charged with the responsibility of inspection.

He said that there are several
factors affecting public schools performance and should not just be attributed to teacher absenteeism.

"TSC has the responsibility of inspection. The buck stops with them on absenteeism. They must take their work seriously," said Misori.

The union representative was categorical that failure by the Ministry of Education to release capitation funds on time has also led to poor performance in public schools. - The Standard, Wednesday 30th December 2015.
