NR International / African Monitoring of Environment for Sustainable Development

Location: Africa regional

The AMESD programme is focused on five thematic actions based in the following Regional Economic Communities (RECs):

  • CEMAC: Management of Water Resources - CICOS, Kinshasa
  • ECOWAS: Water Management for Cropland and Rangeland Management - AGRHYMET, Niamey
  • IGAD: Land Degradation, Mitigation and Natural Habitat - ICPAC, Nairobi
  • IOC: Coastal and Marine Management - Mauritius Oceanography Institute, Quatre-Bornes
  • SADC: Agricultural and Environmental Resource Management - Botswana Meteorological Service, Gaborone

    Expertise required for implementation of AMESD project An inter-disciplinary team of experienced international development professionals is sought to support African implementation of the project, both at the central level (with the African Union Commission in Addis Ababa, Ethiopia) and the five regional implementation centres (RICs).

    Priority requirement:

  • Familiarity with current EDF rules and organisation of complex project finances.

    Key Expert 2: Administration and Financial Officer (AF-TA)

    Qualification and skills

  • Degree Type
  • University degree or equivalent proven,
  • practical experience of more than 6 years with organisation/ project/programm ed administration and financial management.

    Personal skills

  • Experience working and supervising staff in developing countries;
  • Ability to delegate and monitor progress effectively from a distance.
  • Familiar with, and able to use standard office software packages, e-mail and INTERNET effectively.

    Languages

  • Fluent in English, with good working knowledge of French. Knowledge of Portuguese will be an advantage.
  • General experience

    Professional

  • At least 15 years experience in contract and or project management

    Developing Countries

  • Understanding and commitment, with at least 5 years experience (and preferably 10 years) in developing countries.
  • Project Cycle Relevant experience will be an advantage.

    Specific experience

    EC-EDF

  • At least 10 years experience in administration and financial management of projects in accordance with EDF procedures.

    Programme Objectives

  • Experience evaluating project proposals will be an advantage.

    Environmental Themes (THEMA)

  • Relevant experience will be an advantage.

    Earth Observation

  • Relevant experience will be an advantage.

    Training

  • Relevant experience will be an advantage.

    Key Expert 3: Technical and Developmental Management Officer (TD-TA)

    Priority requirement: continental development vision, 'catalyst' strong leadership, capacity building (training) in developing countries.

    Qualification and skills

  • University degree, preferably with post-graduate qualification.

    Personal skills

  • Team Leadership, excellent communication skills at all levels, synthesis, 'catalyst'.

    Able to use standard office software packages, e-mail and INTERNET effectively.

    Languages

  • Fluent in English, with good working knowledge of French. Knowledge of Portuguese will be an advantage.

    General experience

    Professional

  • At least 10 and preferably 15 years experience in earth observation or environmental monitoring or equivalent.

    Developing Countries

  • Vision and commitment to international development, with at least 10 years experience in developing countries.

    Project Cycle

  • At least 5 years experience supporting management of development projects with at least one project dealing directly with coordination/harmoniz ation.

    Specific experience

    EC-EDF

  • Experience of at least 1 EDF project/programmed in the last 10 years will be an advantage.

    Programme Objectives

  • Experience in environmental decision making processes is required.

  • Experience with developing and evaluating technical project proposals, preferably in AC countries, will be an advantage.

    Environmental Themes (THEMA)

  • Experience in environment and development issues is required. Particular experience in assisting policy formulation and strengthening decision making processes will be an advantage.

    Earth Observation

  • Experience on the applications of telecommunication and earth observation is required.
  • Experience on the use of low-resolution satellite data, data access and data transfer issues is required.
  • Experiences in data validation and calibration procedures will be an advantage.

    Training

  • Experience of capacity development in a variety of developing country
  • circumstances with diverse skills in training, including particular focus on earth observation applied to decision support (training non specialists to use products) will be an advantage.
