Training and Outreach Consultant for the USAID Somali Youth Livelihood Program (SYLP):
Purpose and Objectives:
The purpose of this consultancy is to assist the USAID-funded SYLP program to improve procedures for overseeing training provision for youth and enhance performance and programming at the youth resource centers for the expanded and extended SYLP initiative in Somaliland, Puntland and South-Central Somalia.
The Consultant will also assume responsibility for the day to day activities of the training department during the absence of the Training Director.
More specifically for this consultancy, a well-qualified candidate will review the curriculums and observe trainings where possible, of training providers to ensure quality control, support existing monitoring and evaluation of current program partners, help evaluate proposals for new partners, establish procedures for certification of partner training programs, and support the development of new programming to supplement mentoring and career counseling at the youth resource centers in expanded areas.
The consultant will also train local staff and sub-awardee staff, as necessary, in new training programs and training methods.
The Somali Youth Livelihood Program (SYLP), known locally as Shaqodoon, provides Somali youth with a greater opportunity to access training, internships, work and self-employment opportunities.
These opportunities are intended to productively engage youth and add to the stability and development of the region.
Somali staff, assisted by international experts, work with employers to better understand the skills needed by them, assist education and training providers to develop programs that are more focused on meeting labor market demand, and build upon existing technical training programs through direct financial support determined by an open competitive process.
In addition to face-to-face education, the project is also launching an innovate use of technology for education through the production of interactive Somali language audio programs on financial literacy and Entrepreneurship, and linking youth to opportunities through the use of cell phones and web-based technologies.
The program is currently in Somaliland and is in the process of expanding to Puntland and South Central Somalia.
The project aims to reach 8,000 youth over a 3-year period.
Review existing partner training materials and provide guidance on improvement.
Undertake field visits to sub-awardees in Puntland, South Central, and Somaliland to monitor and evaluate partner training programs.
Propose a system of standardization for training programs.
Identify opportunities for certification of partner training and design a certification strategy taking into account distinct conditions in Somaliland, Puntland, and South-Central.
Review activities and operations of existing resource centers and establish procedures and processes for operation of centers.
Review existing trainings and programs provided at resource centers and evaluate appropriateness, effectiveness, and utilization.
Design expanded training programs for additional knowledge areas including conflict prevention and mitigation, health and hygiene, and others to be determined and as recommended.
Undertake a training of trainer program for resource center staff and select partners in new knowledge areas.
In the absence of the Training Director, serve as Interim Training Director undertaking day-day supervisory role of training team, in conjunction with the Project Director/Deputy Chief of Party.
Work with and train (where necessary) local Training Specialist(s) throughout the consultancy so that field staff understands the approach, and how to operationalize programs throughout the life of the program.
Master’s Degree and 10 years of relevant experience.
Experience in conducting and coordinating training of trainers programs.
Experience in two or more of the following with youth development programming: curriculum development, technical and vocational education and training (TVET), improving youth livelihoods, non-formal youth education, adult education, learner evaluation, audio learning.
Experience working with Somalis.
Somali language highly desired.
Experience in reviewing livelihoods training programs.
Knowledge of curriculum and training design in “soft” skills areas such as conflict prevention and health and hygiene
Good individual and small group mentoring and training.
Career counseling and/or professional mentoring a plus experience or open to technology-assisted training, testing and learner monitoring processes.
