International Consultant on Customary Law, UNDP - Sudan

United Nations Development Programme (UNDP)

Location: Sudan (Khartoum, with extensive travel to Darfur)

Minimum Qualification, Skills and Experience Required:

Core Competencies:

- Communications –Excellent communication (spoken and written) skills including the ability to convey complex concepts and recommendations to staff at all levels, both orally and in writing, in a clear concise style that can be readily understood by all.

- Planning & Organizing– Ability to plan own work, manage conflicting priorities and work under pressure of tight and conflicting deadlines. Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

- Accountability – Takes ownership of all responsibilities and honours commitments; operates in compliance with organizational regulations and rules; supports subordinates and peers, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit where applicable.

- Client Orientation – Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; designs solutions and basis recommendations on the principles of usability; establishes and maintains productive partnerships with clients by gaining their trust and respect; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients’ informed of progress or setbacks in projects; meets timeline for delivery of products or services to clients.

- Technology Awareness – Fully proficient computer skills and use of relevant software and other applications, e.g. micro soft packages, spreadsheets, databases, etc.

- Teamwork – Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Works collaboratively with colleagues to achieve organisational goals; places team agenda before personal agenda; supports and acts in accordance with final group decision.

Requirements:

- The consultant appears in print a great deal and is a senior lawyer with extensive knowledge of law in developing countries and customary law mechanisms;

- Proven experience in analysis and review of legal systems, with a special focus on traditional justice systems;

- Excellent knowledge and understanding of the political dynamics of Sudan and the armed conflict in Darfur;

- Demonstrated analytical skills and a minimum of ten years experience on rule of law, human rights, and SGBV; and,

- Familiarity with the UN system, and highly skilled in professional English writing.
