NRC has worked in northern Uganda since 1997, first in Gulu and Kitgum and later in Pader, Arua and Moyo.
The country office is based in Gulu, as the only international NGO with its country office in the north.
During the last few months unprecedented peace talks between the Lord's Resistance Army (LRA) and the Government of Uganda (GoU), brokered by the Government of Southern Sudan, have presented a very real opportunity to end the 20 year conflict in northern Uganda peacefully.
However, the peace process remains ultimately fragile, and the security and freedom the communities have begun to experience still far from secure.
The Head of Office in Kitgum reports to the NRC Country Director based in Gulu.
Job Purpose
The main objective of the position as Head of Office is to strengthen operations and contribute to programme development, as well as to secure the coordination of NRC's activities, in Kigum and Pader.
Responsibilities
In close collaboration with the Country Director, further develop the NRC programme in Kitgum and Pader within NRC's five core activities, actively participating in coordinated NGO/UN responses to changing humanitarian needs
Represent NRC on matters relating to project implementation and support services in both Kitgum and Pader to local authorities, visitors and partner agencies, which requires frequent travel between the two sites
Oversee finance operations ensuring adherence to NRC finance guidelines for cash handling, accountability and donor requirements
Assist and guide project staff, particularly those in projects where the Project Manager is not based in Kitgum/Pader
Responsible for security management for Kitgum and Pader Districts
Skills And Qualifications Required
University degree preferably in management, political science or international development with proven management experience from high-risk settings and working with refugee/IDP related emergencies
Excellent communication, interpersonal, representation, negotiation and leadership skills
Fluency in spoken and written English and computer literacy are essential.
Holder of a valid international driver's licence

Duty Station And Living Conditions
Duty station will be Kitgum. Kitgum town is usually quiet and relatively safe.
Foreigners can normally move around without harassment or danger, provided that they follow security measures in place and respect local cultural sensibilities. Recreational and social facilities are limited.
Commencement: As soon as possible
Contract period: 12 months
Salary/benefits: According to NRC's general directions, approximately NOK 44500 (€ 5500) per month, and free housing of moderate standard.
