3. NPSC Director Human Capital Management and Development Jobs in Kenya


Job Summary:
Reporting to the Commission Secretary/Chief Executive Officer, the Director Human Capital Management will be responsible for driving the Human Resource Management function and ensuring operational efficiency and delivery of services.

Duties and Responsibilities
Managerial
  • Provide leadership in the development of the Human Capital strategy that ensures the commission is transformed, has optimal staffing levels, and that
    the human capital is fully engaged and capable of the delivery of current and future goals.
  • Ensure the preparation and implementation of work plans derived from the human capital strategy, to ensure that the strategy is delivered, and that the operations of the department are in line with the overall commission strategy.
  • Provide leadership in the development and implementation of the human capital budget, to ensure efficient allocation of resources necessary for quality
    implementation of the human capital strategy, and monitor the implementation to ensure efficiency in use of resources that supports the commission objectives on cost management.
  • Liaise with the Public Service Commission, Directorate of Personnel Management and Treasury on matters of Human Capital and budget respectively.
  • Lead the development and implementation of human capital policies, procedures and systems in liaison with relevant commissions.
  • Oversee Implementation and maintenance of code of conduct for staff in the Commission.
  • Champion the performance of other divisions through the development of enhanced performance management systems and culture that is linked to reward and that is fully integrated with all other people, products, and
    processes, to ensure the overall achievement of National Police Service Commission strategic objectives.
  • Ensure periodic skills and training needs assessment evolve to support staff development in line with new demands of external and internal drivers.
  • Oversee the establishment and maintenance of Human Capital Information Systems.

    Operational
  • Provide leadership in the administration of staff benefits in line with the commission policies and procedures, and best practice, to ensure the delivery
    of the overall commission performance objectives.
  • Make timely decisions through seeking out and listening to various options/ alternatives offered by specialists.
  • Work with others through building effective communication and information sharing.
  • Lead the workforce by empowering them to meet challenging organization goals.
  • Interpret, Advise & guide the management and the commission on all HR matters.
  • A.I.E. holder of personal emoluments and related items.
  • In-charge of PE Budget.

    Qualification Knowledge and Skills
  • Master’s degree in Human Resource/Human Resource
    Management/Industrial Relations/Public or Business Administration.
  • Post graduate qualifications in Human Resource and or Higher Diploma in Human Resource Management.
  • Computer literacy.
  • Budgeting.
  • Knowledge of relevant legislation.
  • Knowledge of professional standards.
  • Leadership skills.
  • Communication skills.
  • Interpersonal skills.
  • Organizational skills.
  • Ability to work under pressure.
  • Negotiation skills.
  • Ability to build and lead cohesive teams.
  • Problem solving skills.
  • Meet the requirements of Chapter Six of the constitution of Kenya.
  • Fifteen (15) years of service, of which five (5) must be of similar experience in a comparable position from a reputable organization.

    4. NPSC Director Communication & Outreach Jobs in Kenya

    Job Summary:
    Reporting to the Commission Secretary/Chief Executive Officer, the Director Communication & Outreach will be responsible for development of communication and outreach strategy and production of IEC training, advocacy, monitoring and evaluation materials.

    Duties and Responsibilities
    Managerial
  • Develop comprehensive communications and public relations strategies and policies to support the implementation of the National Police Service Commission’s strategic plan.
  • Prepare, continuously review and update the Commission’s communications guidelines and manuals to ensure effective internal and external communication in line with professional practice.
  • Develop and implement effective media relation strategies to maximize media opportunities.
  • Manage the Communication’s reputation by leading the identification and prioritization of emerging issues and carrying out effective communication to address these issues in a timely manner.
  • Oversee content development for the Communication channels including website, social media platforms and other communication documents.
  • Design and implement Cooperate Social Responsibility (CSR) plan that supports the growth of National Police Service Commission brand values.
  • Coordinate, monitor and evaluate the work of third party communication services providers including writers, designers, and printers, in line with agreed terms of engagement.

    Operational
  • Implement the Office’s communication strategy to ensure effective social marketing and management of the institution brand and reputation.
  • Manage the Commission’s brand and reputation by ensuring that the office brand standards are met in all communications both in tone and message.
  • Design, maintain and update the media resource centre for the department
  • Audit all communication activities and recommend improvement to the management.
  • Implement effective external media relation strategies to maximize media opportunities.
  • Responsible for social media strategy and implementation for effective social marketing.
  • Review and provide professional input into all the communications opportunities identified for the CEO and other senior staff.
  • Lead the development and performance management of staff that report to the position to ensure the achievement of both individual and commission goals.
  • Prepare Directorates budget.

    Qualifications Knowledge and Skills
  • Master’s degree in Mass Communications or Public relations or its equivalent from a recognized university.
  • CISA, CIPS.
  • Computer literacy.
