13. NPSC Manager ICT Network & Systems Jobs in Kenya


Job Summary:
Reporting to the Commission Secretary/Chief Executive Officer through the Director Corporate Support Services, the Manager ICT Networks and Systems will be in charge for the computer systems within the Commission, overseeing installation, ensuring backup systems operate effectively, purchasing hardware and software, providing the ICT technology infrastructures for the Commission and contributing to Commission’s policy regarding quality
standards and strategic planning.

Duties and Responsibilities
Managerial
  • Supervise the implementation of database systems.
  • Supervise Information Technology Officers on day to day operational activities.

    Operational
  • Manage contracts with external suppliers and service providers in IT purchasing.
  • Manage a multi-user computing environment, such as a local area network (LAN), Wide Area Network (WAN) and Telecommunication systems (PABX).
  • Install and configure system hardware and software, E-mail Servers administration, Carrying data backups and offering Disaster Recovery Procedures (DRP) and Business Continuity Plans (BCP).
  • Maintain security policies; troubleshoot; train and/or supervise staff; or offer technical support for Computer systems, databases and applications.
  • Provide first line software support & Hardware maintenance and upgrades to all NPSCs IT systems.
  • Keep an up to date inventory of all ICT hardware & software for accountability purposes.
  • Develop new databases on need basis and Maintaining and enhancing already existing databases.
  • Analyse and customize proprietary systems to meet organizational requirements.
  • Provide guidance and instructions on usage of local communication systems such as E-mails, Internet and Telephone operations.
  • Provide optimum support and training on systems, applications and database operations.
  • Guide on the best use of computer network and peripheral devices such as printers, copiers, scanners and other IP-based systems.
  • Guide users on data backup and virus protection procedures to ensure business process.
  • Coordinate routine update of the NPSC Website and monitor its full time accessibility.
  • Coordinate the installation and maintenance of systems software, application manuals and standard operating procedures.

    Qualifications Knowledge and Skills
  • Bachelor’s degree in ICT/Computer Science/Information Systems or related disciplines from a recognized university.
  • Computer hardware Certifications such as A+ 'or'.
  • Microsoft Systems Certifications such as; MCSA/MCSE/MCDA 'or'.
  • Network and CISCO Certifications such as; N+/CCNA.
  • Knowledge of Computer Literacy and Computer Networking Skills.
  • Knowledge of relevant legislation.
  • Knowledge of professional standards.
  • Knowledge of budgeting.
  • Communication skills.
  • Interpersonal skills.
  • Organizational skills.
  • Ability to work under pressure.
  • Ability to work well with teams.
  • Problem solving skills.
  • Supervisory skills.
  • Meet the requirements of Chapter Six of the Constitution of Kenya.
  • Six (6) years of service 3 of which should be in a comparable position from a reputable organization.

    14. NPSC Manager Planning, Monitoring & Evaluation Jobs in Kenya

    Job Summary:
    Reporting to the Commission Secretary/Chief Executive Officer through the Deputy Director Planning, Research & Policy Development, the Manager Planning, Monitoring & Evaluation will assist in planning, directing and coordinating research and policy formulation to facilitate implementation of operational strategies of the Department to contribute to a policy environment.

    Duties and Responsibilities
    Managerial
  • Ensure all mandatory procedures on the quality management sector are
    observed while ensuring preventive and corrective actions implemented as stipulated in both the Commission’s overall strategic objectives and government regulations.
  • Ensure all policy planning research activities are incorporated into the organization block program within the same day upon request for timely requisition of resources to the activity.
  • Support specific projects and programmes with M&E systems, including tools, data flow procedures and SMART indicators, using a results-based approach with log-frame development and other key M&E tools to ensure the best tools and systems are in place.
  • Oversee all payment issues relating to suppliers or consultants in regards to policy planning and research to be followed with the relevant service areas to ensure timely payments are made.
  • Ensure monitoring and evaluation instruments are updated and validated as per the guidelines issued in the government standards and regulations and Commission’s overall objectives.
  • Identify performance indicators on programmes in strategic plans and performance contracts on quarterly and annual basis to ensure timely reporting process in the division.
  • Review, validate and disseminate the National Police Service Commission annual corporate reports to management, agents and other stakeholders and make recommendations on the best practice findings in the report.
  • Ensure all non-conformities identified for the organization on areas of Research, monitoring and Evaluation quality management system are addressed as stipulated in the government regulations.

    Operational
  • Ensure monitoring and evaluation reports on specific departments and divisional programs are generated and submitted on quarterly basis.
  • Provide capacity building in Monitoring & Evaluation and results-based management (RBM) to project staff and partners.
  • Conduct site visits to projects and programmes across the country, to assess data quality and to support project staff on Monitoring & Evaluation.
  • Develop monitoring & evaluation designs for selected new projects and proposals to ensure they are in compliance with the set standards.
  • Provide input into the budgeting process.

    Qualifications Knowledge and Skills
  • Bachelor`s degree in Evaluation, International Development, Social Sciences, Statistics or a related discipline.
  • Senior Management Course.
  • Computer literacy.
  • Knowledge of statistical packages such as SPSS, EViews, STATA.
  • Demonstrated knowledge in budgeting.
  • Communication skills.
  • Interpersonal skills.
  • Organizational skills.
  • Ability to work under pressure.
  • Ability to lead and manage teams.

  • Supervisory skills.
  • Meet the requirements of Chapter Six of the Constitution of Kenya.
  • Ten (10) years of service, of which three (3) should be in a comparable position from a reputable organization.
