Background
SNV Netherlands Development Organisation intends to recruit various short-term non-key experts for a 4 year project whose objective will be to ensure eradication of poverty through enhancing the productivity of ecosystem services of critical ecosystems and enhance resilience to climate change of water sources in Kenya. In this project, SNV will work with a consortium of partners.

Project Summary
The project will support the strengthening of the capacity of the ministry, implementing agencies and the implementing county governments to implement the various components of the programme to support the relevant ministry coordinate restoration, conservation and management of water towers by providing the requisite technical, managerial and financial capacities; support coordination, harmonisation and implementation of policies and approaches relevant for conservation and management of water towers; facilitate the formulation and launching of integrated management plans and the implementation of the climate change mitigation and adaption plan in the programme area by Kenya Forest Service, Kenya Wildlife Service, Kenya Water Tower Agency, Kenya Forestry Research Institute, the National Climate Change Secretariat and the eleven County Governments; support specific eleven county governments to identify, appraise and implement rehabilitation, reclamation, restoration, initiatives for ecologically and economically sustainable land use systems through participatory approaches; and support knowledge management and information sharing within the eleven counties, implementing agencies and other related departments and organizations and the communities for the programme area

Required Experts & their general Responsibilities
The short term non-key experts (Consultants) will be technically sound to support Key experts and will be ready to offer short-term support in the following expertise areas:
  • Integrated resource management
  • REDD+
  • Climate Change Adaptation
  • Payment for Ecosystem Services (PES)
  • Community Based Approaches to Ecosystems management
  • Effective mainstreaming of climate development and inter county NRM into county policies and plans

    Besides having expertise in any of the specific areas above, consultants will have the following responsibilities:
  • Providing institutional and capacity support to the implementing agencies including the public institutions (MoENR, KEFRI, KFS, KWS and KWTA), implementing county governments, and community based organisations, grass root institutions and the private sector.
  • Advising on
    effective mainstreaming of climate compatible development and inter-county natural resource management into the county government policies, plans and budgets.
  • Supporting the ministry in overall programme management.
  • Assisting the development and review of programme work plans and the budget allocations for the various activities within the programme.
  • Supporting the overall programme reporting process and requirement.
  • Supporting the monitoring and evaluation process of the programme.
  • Supporting complete and proper programme resource accounting by the various agencies involved.
  • Supporting the internal coordination of the programme’s objectives to minimize the risk of duplication or conflict within the implementing agencies.
  • Supporting the external coordination of the programme by establishing working relations and synergies with ongoing related and affected initiatives.
  • Facilitating regular interaction of the implementing and partnering agencies to steer the programme towards the unitary objectives of the programme.
  • Ensuring linkages and flow of information between the implementing agencies, the county governments, the community, the Ministry of Environment and Natural
  • Resources and other relevant organizations.
  • Ensuring effective management of the data, information and lessons generated from the programme activities.
  • Facilitating meaningful dissemination of the data, information and lessons generated from the programme activities.
  • Ensuring the transfer of skills and knowledge among the members of the implementing teams and partner institutions through participatory and collaborative working processes.

    Non-Key Expert’s/ Consultant’s Profile

    Qualifications and skills

  • At least a Master's Degree or equivalent in a related field.
  • Fluency in spoken and written English is a prerequisite.

    General professional experience requirements
    • At least 5 years proven experience providing advisory support or management.
    • Proven strong writing, analytical, communication and reporting skills
