3. Methodology - is to be developed and specified by the consultants and will cover among other areas;
  • Inception meeting and report; select and detail the approach and tools for collecting the information, designing messages and tools.
  • Indicate the rationale and expected results
    Desk/literature review: of gender analysis study, KAP study and SNV SBCC guideline.
  • Field work: to gather information, pre-test messages and tools etc in 5 counties.
  • Development of SBCC strategy
  • Customization and finalization of SBCC implementation guideline.

    4. Deliverables

    a) A comprehensive SBCC strategy (in soft copy) addressing the priority gender norms in this TORs and the scope of work above.

    b) All messages, tools and materials. These to be shared as draft (including infotainment scripts, visuals, TV/radio scripts, training modules, tool kits, etc.) prior to pre-test and subsequently as final prototypes along with pre-test reports.

    c) A customised SNV’s SBCC implementation user guide for gender norms advocacy addressing the priority gender norms.

    d) Report describing the simple and effective M&E systems, processes instituted at household and community level in accordance with the SNV EOWE overall project M&E framework.

    e) Monitoring report for the county supported in implementation.

    5. Qualifications, skills and experience required:
  • Firm or consultant with relevant technical knowledge, skills and extensive work experience in: designing SBCC strategy, messages, tools and materials, plans including media plans, as well as in capacity building, implementation including media buying and M&E,
  • Extensive understanding of gender and development issues
  • A mix of expertise and experience of more than 5 year in communication, advocacy and gender equality and women's economic empowerment.
  • Experience in undertaking similar work local (community) level experience;
  • Excellent writing and reporting skills.

    6. Requirements
    Interested consultants are requested to submit their proposals which should contain the following:
  • Technical Proposal;
  • Interpretation and understanding of the terms of reference
  • Capability statement (Profiles of the team members demonstrating their academic and professional qualifications and experiences in similar work profiles of the team members are to be included).

  • Professional fees
  • Disbursements (Please note that, in line with SNV policy, all activity costs (e.g. workshops, meetings) including travel/DSA costs will be paid directly by SNV)

    5. Analysis of Policy Environment for Women Economic Empowerment in Kenya and Development of Advocacy Strategy For Enhancing Opportunities for Women’s Enterprises (EOWE) Programme

    Context Analysis
    The constitutional dispensation has set out the normative framework for the realization of gender equality throughout all sectors as well as assuring corrective measures based on historical injustices and affirming women’s legitimate claims as full citizens. Over time,

    Kenya’s legislations have therefore become fairly friendly to women creating an enabling environment for gender equality
    in social, economic and political spheres.

    In terms of policy implementation, the Kenyan government’s commitment to women’s empowerment is captured through its adoption of Gender mainstreaming as a critical element of its national economic developmental blue print, Vision 2030.

    The economic development blueprint of Kenya “Vision 2030” observes that gender imbalance is one of the key developmental challenges facing the country. Gender is given priority in the social pillar, specifically in terms of power and resource distribution between women and men.

    Vision 2030 aims to mainstreaming gender by making fundamental changes in four key areas, namely: opportunity; empowerment; capabilities; and vulnerabilities. It aims at increasing all round opportunities among women and increase the participation of women in all economic, social and political decision making processes.

    Overall, the legal and policy terrain in favour of women has continued to improve but women continue to experience both structural and systemic discrimination.

    Despite their numerical strength (women constitute 51% of the Kenyan population), majority of women are poor (80%) and live in the rural areas
    1. Women face gender-specific constraints that reduce their productivity and limit their contributions to agricultural production, economic growth and the well-being of their families, communities and country. The net effect of these constraints is that women achieve lower farm yields than their male counterparts
    2 and their agriculture based enterprises remain informal and small with high rate of failure.

    The future of gender equality in Kenya therefore depends on the successful implementation of the constitution and the legislations. For this reason, SNV in collaboration with partners such as private sector, CSOs, women-owned enterprises and government shall support effective implementation of selected laws and processes in order to advance women economic empowerment in agriculture. These are;

    a) The 2/3rd gender rule in particular reference to participation of women in economic processes as well as management and leadership of economic institutions such as producer cooperatives, relevant national and county boards and committees.

    b) 30% preferential and reservation of public tenders relevant to women economic empowerment in agriculture. Specifically SNV shall target women including women-youth; women owned - Small Enterprises and Micro Enterprises.

    c) Development of County Integrated Development Plans (CIDP) and gender responsive budgeting. Participation of women in CIDP development ensures development issues important to gender equality are prioritised, increasing opportunity for funding by the exchequer.

    d) Women access to funding. The specific focus here is WEF, UWEZO, Youth funds and all other county funds which women can access. Although these funds are available, it is important to understand among other issues, the uptake, challenges, and access by rural women viz a viz elite women.

    The overall purpose of this study is to examine the policy and legal frameworks that are relevant to women economic empowerment at national and county government levels.
