8. KASNEB Procurement Officer Jobs in Kenya - Job Level 6 (1 Post) - Ref: HCA/SCM/PO/2/2017


Overall purpose
The Procurement Officer will be responsible for processing requisitions from Divisions and Units in a timely and cost effective manner while ensuring compliance to laid down procurement rules and regulations.

Key duties and responsibilities:
Reporting to the Manager, Supply Chain Management, the Procurement Officer will be responsible for:
  • Preparing requisitions for quotations and inviting quotations.
  • Inviting tenders and proposals.
  • Opening of tenders, proposals and quotations.
  • Evaluating bids.
  • Raising and issuing of Local Purchase Orders.
  • Expediting the orders until delivered.
  • Generating procurement reports.
  • Maintaining quotations, tender and proposal registers.
  • Maintaining up-to-date procurement documents and records.
  • Undertaking periodic pre-qualification of suppliers.
  • Undertaking periodic market survey.
  • Undertaking periodic Board of Survey.
  • Advising on obsolete/surplus items.
  • Undertaking disposal of surplus, obsolete or unserviceable stores and assets.
  • Ensuring risk management within the area of operation.
  • Ensuring the implementation of the Quality Management System.
  • Performing any other duties as may be assigned from time to time.

    Academic/Professional Qualifications and experience
  • Bachelor’s degree in Supply Chain Management, Procurement and Supplies Management, Business Administration or any other relevant discipline from a
    recognised university.
  • Professional qualification or Higher Diploma in Supply Chain Management, Procurement and Supplies Management or relevant discipline from a recognised
    certifying body.
  • Knowledge of Government IFMIS system is an added advantage.
  • Member in good standing of the Kenya Institute of Supplies Management.
  • A minimum of four (4) years relevant experience in a middle management position in procurement management in a large organisation and two (2) years relevant experience in Procurement or Supplies for serving officers.

  • Be honest, trustworthy and possess a high degree of personal integrity and professionalism.
  • Have demonstrated leadership qualities and management capability for responsibilities at this level.
  • Be a team player.
  • Demonstrate ability to establish and maintain effective relationships with varied stakeholders.
  • Have thorough knowledge of the Public Procurement and Disposal Laws and Regulations.
  • Be customer centric.
  • Demonstrate sound judgement, excellent analytical, interpersonal, communication, presentation and reporting skills.
  • Be computer literate.
  • Satisfy the provisions of Chapter Six of the Constitution of Kenya, 2010.

    Overall purpose
    The Examinations Development Officer will be responsible for development, moderation and review of
    examinations.

    Key duties and responsibilities:
    Reporting to the Manager, Examinations Development and Research, the Examinations

    Development Officer will be responsible for:
  • Developing, moderating and reviewing examination question papers.
  • Conducting research related to syllabuses content and examinations.
  • Developing and continually updating the examinations development risk management framework.
  • Participating in the administration of examinations.
  • Coordinating activities relating to marking of the examinations, marking centre and related activities.
  • Preparing examiners reports and providing feedback to students.
  • Participating in identification of potential examiners.
  • Participating in training and evaluating examiners.
  • Ensuring the implementation of the ISO Quality Management System in the area of operation.
  • Performing any other duties as may be assigned from time to time.

    Academic/Professional Qualifications and Experience
  • Bachelors degree in Commerce, Economics, Business Administration, Education or related areas.
  • KASNEB graduate.
  • Member in good standing of a relevant professional body.
  • A minimum of four (4) years relevant experience in middle management in a large organisation and two (2) years relevant experience for serving officers.
