International Rescue Committee Protection and Rule of Law Coordinator Vacancies in Uganda

Background/IRC Summary: Founded in 1933, the International Rescue Committee (www.rescue.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression.
Major Responsibilities: Key responsibilities of the PRoL Coordinator include, though not exhaustive:

Program management

Provide strategic direction and vision to the IRC's PRoL programming in Uganda, with an emphasis on quick program start-up/scale up and implementation while observing high program quality and ensuring alignment with IRC's best practices.

Ensure that all interventions are in compliance with Uganda's Refugee Act and Constitution as well as relevant international laws including International Refugee Law and Human Rights Law; and Humanitarian law. Additionally, observe IRC's protection mainstreaming guidelines for all project activities.

Responsible for program quality of all aspects, including legal, protection monitoring, information sharing, community based protection, support to persons with specific needs (PSNs) and protection mainstreaming.

Develop and/or adapt technical and managerial tools to support day to day implementation

New business development

Develop and propose recommendations for a PRoL strategy for the refugee response in close collaboration with the PRoL team, Emergency Response Team, Country Director and PRoL Technical Advisor.

Identify opportunities for, design and develop concept notes and proposals to grow the PRoL portfolio.

Design all protection projects to use IRC's theories of change and that outcomes are evidence-driven and evidence-generated.

Job Requirements:

At least three years' experience implementing PRoL programs in emergency settings.

Experience setting up programs in new locations and ensuring national staff have the necessary capacity to deliver quality interventions.

Knowledge of strategies to achieve gender equality in the delivery of humanitarian emergency PRoL programs.

Relevant academic qualification in Law, Human Rights, Social Sciences or any other related field preferred.

Strong inter-personal and relationship building skills particularly with government and donors.

Familiarity with key donor regulations such as UNHCR, BPRM and ECHO.
