The Water Resource Management Authority (WRMA) was established vide Gazette Notice No. 8140 of 14th November, 2003, following the enactment of Water Act (2002).The Authority is a non-profit, service oriented corporate body under the Ministry of Environment, Water and Natural Resources.

It is charged with the responsibility of providing leadership in the management of water resources. It is also subject to the State Corporations Act.

Security Officer – Scale 6

The Position

The officer will report to the Senior Administrative Officer

Key Responsibilities

Responsible for developing proactive security strategies to protect and secure employees, assets and the brand.

Identifying, developing, implementing and maintaining corporate security processes, protocols and programs aimed at reducing risk, responding to incidents and limiting exposure of employees and company assets.

Developing security systems and solutions, strategies and initiatives (personnel, physical, systems and assets)

Carrying out risk assessment programs and security audits to assess the organization security systems’ robustness.

Managing the relationship with contracted security services providers at the head office, regions and sub regions

Managing corporate security systems to assure business continuity

Mandatory Requirements

For appointment to this grade, an officer must have:-

A Bachelor’s Degree in Business, Management, Computer Sciences, or Degree in Social Sciences with a Diploma in Criminology, Security Management or a related field.

Clearance with Chapter 6 of Kenya Constitution Institutions including EACC, CID, Helb, KRA and Director of Public Prosecutions

Independent, mature, application of investigative experience and skill,

Has 7 years’ and above experience in Law Enforcement or Military and Corporate Security, with experience in conducting criminal investigations, interviewing, and decision making.

Good understanding of computer systems and information security

High standards of personal integrity.

Chief Corporate Communications Officer
Scale 4

The Position

The officer will report to the Chief Executive Officer

Key Responsibilities

Duties at this level will include:

Advising the Authority on developing appropriate Corporate Communications policies and strategies;

Providing interface between the Authority and other stakeholders;

Initiating and developing corporate social responsibility programs;

Coordinating and managing the process of launching and promotion of the Authority’s programmes and activities.

In addition, the officer will be responsible for

Monitoring and updating WRMA’s Public communications strategies;

Maintaining positive corporate image;

Coordinating speech writing for official functions of the Authority;

Management of media relations as a means of highlighting the Authority’s roles and services in the water sector and coordinating the organization of protocol functions and other events.

Mandatory Requirements

For appointment to this grade, an officer must have:-

Holds Undergraduate and a Master’s Degree in Communication/Public Relations or its equivalent qualification from a Chartered Institution;

Served in the grade of Senior Corporate Communications Officer for at least four (4) years or a comparable position in a reputable organization

Computer Skills; and

Clearance with Chapter 6 of Kenya Constitution Institutions including EACC, CID, Helb, KRA and Director of Public Prosecutions

Demonstrated capability in the management of public relations function;

Attended a Management Course lasting not less than one (1) month;

Computer application skills;

Chief Legal Officer – Scale 4

The Position

The officer will report to the Chief Executive Officer

Key Responsibilities

Duties and responsibilities at this level will entail:

Monitoring and ensuring compliance with the WRMA regulatory and operational framework;

Carrying out research and preparing detailed legal opinions on matters relating to Water Resources Management Authority Act and interpreting and advising accordingly on other related laws;

Designing and implementing local agreements, international documents, and contracts;

Attending negotiations and, conventions where legal issues are bound to emerge and advising on them accordingly.

Mandatory Requirements

For appointment to this grade, an officer must have:-

Have a Bachelor and Masters of Laws degree from a recognized institution

Holds a Diploma from Kenya School of Law

Have served in the grade of Senior Legal Officer in Public Service or in a comparable and relevant position for a minimum period of four (4) years;

Have been admitted as an Advocate of the High Court of Kenya; Clearance with Chapter 6 of Kenya Constitution Institutions including EACC, CID, Helb, KRA and Director of Public Prosecutions

Be in possession of a current practicing certificate; and Have proficiency in the use of basic computer applications.

The Position

The officer will be head of procurement and will report to the Chief Executive officer for management of the unit.

Key Responsibilities

Duties and responsibilities at this level will involve;

Initiating policy on procurement;

Conducting market research;

Preparation of procurement plans;

Assisting in reviewing, updating, interpreting and

Implementing existing supplies policies, regulations and procedures;

Disposal of unserviceable stores;

Preparation of procurement plans;

Sourcing for suppliers.

Mandatory Requirements

For appointment to this grade, a candidate must have:-

A Bachelor of Commerce degree (Supplies Chain Management) or Business Administration or their equivalent qualification from a recognized institution;

A Masters degree in Supplies Management from an accredited institution;

Served satisfactorily in the grade of Senior Supply Chain Management Officer or in a comparable position in a reputable organization for at least four (4) years;

Chartered Institute of Purchasing and Supplies Level 6 or higher;

Member of Good Standing of KISM for at least 4 Years and Clearance with Chapter 6 of Kenya Constitution Institutions including EACC, CID, Helb, KRA and Director of Public Prosecutions

Computer application skills; and

Shown merit and professional competence as reflected in work performance and results.

Chief Human Resources Officer – Scale 4

The Position

The Chief Human Resources Officer will report to The Chief Executive Officer.Key ResponsibilitiesAn officer at this level will be responsible to the Chief Executive Officer, for all Human Resource management matters.

Duties and responsibility will entail:

Establishment and management of an efficient and effective, professional and sustainable Human Resource (HR) system;

Overseeing and managing performance management and incentive systems;

Formulating and overseeing implementation of Human resource strategies, policies and programmes/work plans;

Establishing and monitoring staff training and development programmes;

Ensuring implementation of computerized Human Resources Management infrastructure;

Managing all industrial relations issues; and

Overseeing provision of both technical and support services in WRMA.

Mandatory Requirements

For appointment to this grade, a candidate must have:

Bachelor’s degree in any of the following: Social Sciences such as Government, Sociology, Economics, Public or Business Administration, Human Resource or Personnel Management or any other relevant qualifications from a recognized institution;

Master’s degree in Human Resource Management from an accredited Institution;

Served for at least four (4) years in the grade of Senior Human Resource Officer or in a relevant and equivalent position;

Clearance with Chapter 6 of Kenya Constitution Institutions including EACC, CID, Helb, KRA and Director of Public Prosecutions

Attended a Management/Leadership course lasting not less than one (1) month from a recognized Institution;

Computer proficiency skills;

Member of Good Standing of Institute of HRM for at least 4 Years and

Shown merit and ability in work performance and results;
