Our client, National Hospital Insurance Fund (NHIF), is a state corporation mandated to provide accessible, affordable, sustainable and quality social health insurance through effective and efficient utilization of resources in order to achieve universal health coverage.

The Fund’s vision is to be a world class social health insurance scheme.

NHIF is currently implementing a new organization structure and seeks to recruit result oriented
individuals with vision and creativity to fill the following Senior Positions.

1. NHIF Corporation Secretary Vacancy in Kenya: Ref GA/ES/2017/1

Reporting to the Board, the Corporation Secretary will provide company secretarial services and legal counsel to the Board of Management and ensure a facilitative legal and regulatory framework for the Fund to effectively execute its mandate and mission.

Key Responsibilities:
  • Provide guidance to the NHIF Board and Board Members individually on their duties, responsibilities and on matters of governance;
  • Act as custodian of NHIF’s legal documents including the register, seal, title deeds, leases and contracts;
  • Participate in the formulation of the Fund’s strategic plan, develop and administer the department’s work plan and budget;
  • Review NHIF’s legal and regulatory framework to ensure compliance, removal of impediments and security of members’ contributions;
  • Oversee the negotiations of commercial transactions including but not limited to license agreements, confidentiality agreements, content distribution agreements and vendor agreements;
  • Take the necessary action to protect NHIF rights, privileges and interests in intellectual property and other product innovations and processes through patents and copyrights;
  • Ensure the Fund complies with statutory requirements including filing annual returns and renewal of licences;
  • Ensure proper management of the pension scheme and the provident fund;
  • Set, monitor and evaluate performance targets for staff in the division in line with the strategic plan;
  • Guide, coach and supervise direct reportees to ensure high performance, discipline, team spirit and effective succession planning;
  • Participate in meetings of Stakeholders and Management as necessary;
  • Prepare and present performance reports.

    Qualifications:
  • Bachelor’s degree in Law (LLB) or other relevant field from a University recognized in Kenya.
  • Master’s degree in Law (LLM), Business Administration or other relevant field.

    Professional Qualifications:
  • Diploma in Legal Practise from the Council of Legal Education.
  • Certified Public Secretary ((CPS (K)).
  • An advocate of the High Court of Kenya with a valid practicing certificate.
  • Member of the Law Society of Kenya.
  • Member of the Institute of Certified Public Secretaries of Kenya.

    Experience:
  • At least nine (9) years’ experience in legal or secretarial work with three (3) years at managerial level.

    Skills and competencies:
  • IT proficiency.
  • Analytical skills.
  • Project management.
  • Conversant with the Kenya Law.
  • Management, organizational and leadership skills.
  • Demonstrate ability to build cohesive teams and to achieve goals through team work.
  • Decision making.
  • Demonstrate resilience and flexibility in a demanding and fast changing environment.
  • Excellent relationship management, negotiation and networking skills.
  • Excellent communication and interpersonal skills.
  • Strategic orientation.

    2. NHIF Deputy Director / Head of ICT Vacancy in Kenya: Ref GA/ES/2017/2

    Reporting to the Director
    of Corporate Services, the Deputy Director/Head of ICT will oversee the ICT function to ensure continuous operations and cost efficiency of the Fund’s systems, network, database architecture and data security.

    Key Responsibilities:
  • Oversee the development and implementation of NHIF’s ICT policy and strategy and advise the IT Steering Committee and the Board of Management on information needs and issues affecting the health insurance sector;
  • Participate in the formulation of the Fund’s strategic plan, develop and administer ICT work plan and budget;
  • Ensure that NHIF’s disaster recovery system is fully operational at all times for business continuity;
  • Ensure that all information systems, network and infrastructure operate according to internal standards, standards of external accrediting/regulatory agencies and legal requirements;
  • Champion any system changes and new initiatives to ensure the Fund keeps pace with technological innovations and developments;
  • Manage relationships with all technology based service providers as a way of ensuring that uptimes
    are optimized or downtimes minimised;
  • Set, monitor and evaluate performance targets for staff in the division in line with the strategic plan;
  • Guide, coach and supervise direct reportees to ensure high performance, discipline and team spirit and effective succession planning;
  • Participate in meetings of Stakeholders, Management and Board as necessary;
  • Prepare and present performance reports.

    Qualifications:
  • Holder of Bachelor’s degree in Computer Science, IT, Computer Engineering or other related field.
  • Holder of Master’s degree in Business Administration, Strategic Management, Information Systems or Computer Science or other related field.

    Professional Qualifications:
  • CCNP, A+, IC3, MCSE, CCP, CISA, CISSP, and/or
  • Diploma in IT related field

    Experience:
  • At least nine (9) years’ experience in ICT with three (3) years at managerial level.

    Skills and competencies:
  • Conversant with ERP, ICT infrastructure and systems.
  • Management, organizational and leadership skills.
  • Ability to develop and coordinate programs, SOPS and workflows.
  • Analytical/Creative.
  • Project management.
  • Proven track record of successful implementation of various ICT projects to support strategic initiatives of an organization.
  • Knowledge and experience in modern ICT applications and operations management in financial services.
  • Excellent relationship management, negotiation and strategic networking skills.
  • Excellent communication and interpersonal skills to effectively communicate with and manage customer expectations (internal and external) and other stakeholders who impact performance.
  • Strategic orientation.

    The Candidates

    i. Kenya Revenue Authority.
    ii. Ethics and Anti-Corruption Commission.
    iii. Criminal Investigation Department.
    iv. Higher Education Loans Board.
    v. A Credit Reference Bureau.
