13. LVCT Health Consultant Needed For End Term Project Evaluation Opportunity in Kenya

LVCT Health is a Kenyan NGO that utilizes research to inform policy reform advocacy and strengthen HIV
service delivery with special attention to vulnerable groups and populations with special needs.

Background
In June 2015 LVCT Health received a two-year grant (June 2016 – May 2017) from Elton John AIDS Foundation (EJAF) to implement a project dubbed TOUCH (Towards Universal Comprehensive Health for MSM). The projects’ goal is to deliver a comprehensive package of biomedical and behavioural HIV, sexual and reproductive health services for MSM and assess it for potential scale up.

Project Objectives;
  • To provide integrated HTC and comprehensive prevention services to 27,000 MSM and their sex partners
    by 18 months.
  • To enrol 90% of HIV positive MSM in care and treatment by the end of 18 months
  • To retain 90% of HIV positive MSM enrolled into care by end of 18 months
  • To define and implement model for delivery of MSM services through public health facilities by end of
    18 months

    The project is being implemented in 9 counties (Nairobi, Mombasa, Migori, Kisumu, Siaya, Kakamega, Vihiga, Bungoma and Busia) through LVCT Health stand-alone HIV prevention centres, community outreach and public health facilities. This was done in partnership with 3 sub-partners.

    Rtionale
    The rationale for undertaking the End of Project Evaluation is to assess the overall impact achieved by the project on the lives of project beneficiaries and measure the extent to which its objectives were met. The
    evaluation will also assess the added value to Kenya’s HIV response. This evaluation will enable LVCT Health and the donor to reflect on and learn from the work and inform the country on future key populations programme planning.

    Specific Aims
  • Assess the effect of the project with regards to access to HIV and related services, HIV prevention
    behaviour for project beneficiaries.
  • Assess project’s successes and limitations in achieving the objectives, including the effectiveness of
    the strategies and approaches employed in the project.
  • Project’s effect on service delivery for MSM and their female sexual partners through public health facilities.
  • Project’s contribution to HIV prevention, enrolment, retention in care and achievement of viral suppression of key populations
  • Determine the extent to which the project has contributed to inclusion of MSM in the counties health plans
  • Establish the perceptions of the policy makers, health care managers and health workers on delivery of HIV and SRH services for the key populations.
  • Evaluate the perceptions of the beneficiaries and KP organizations on access to HIV and SRH services.
  • Determine the extent of participation of the beneficiaries in the project cycle
  • Provide recommendations for improvements in programming for MSM and sustainability and the project outcomes beyond the grant.

    Expected Deliverables
    The consultant should deliver a report with specific findings and recommendations on how to improve and
    maximise impact, promote best practice, innovation & learning, enhance organisational capacity & growth
    and improve partnership and relationship between LVCT Health, Ministry of Health and donors in any future
    work.

    The consultant will therefore be expected to deliver:
  • An project evaluation inception report
  • A detailed plan on how the evaluation will be conducted, including a detailed description of the
    methodologies, tools and
    data analysis plans.
  • An evaluation budget
  • A summary evaluation report that is designed and edited in soft and hard copies
  • Final evaluation report that is designed and edited in soft and hard copies

    Duration
    It is expected that the evaluation will be carried out in 30 days.

    Consultant Specifications
    The consultants should have substantial knowledge in HIV programming for key populations in Kenya, including the role of key population organizations. Good knowledge of health service delivery systems in public health facilities and at community level.

    This consultancy is open to individuals and consultancy firms who meet the following requirements:
  • A clear understanding of the community and facility based HIV prevention, care and treatment response in Kenya
  • Understanding of HIV programming for key populations in Kenya
  • Experience of carrying out end term organisational and programme evaluations
  • Proven knowledge and analysis in relation to rights-based public health based approach
  • Experience and knowledge of working in partnership with organisations, including KP organizations
  • Experience of participatory research methodologies
  • Ability to listen and communicate well in a non-judgemental way
  • Capacity to gather and critically analyse information

    The lead consultant should meet the following requirements
  • Post-graduate degree in public health, social sciences or other relevant field
  • At least five years hands on experience in conducting assessments, mid-term reviews and evaluations of similar projects (working with key populations) in Kenya or similar African context
  • Excellent research, analytical report writing skills
  • Experience writing reports of similar assignments characterised by ease of readability across mixed
    audiences
  • Have comprehensive understanding of HIV prevention, care and treatment in Kenya

  • A brief profile of the consultant/ firm detailing similar assignments undertaken
  • Proposed methodology
  • Proposed work plan
  • Proposed budget indicating the number of days, tasks and costs per main task (include number of lead consultant days)
  • Details of proven relevant experience
  • Two contactable referees from past credible organisational and programme evaluations and reviews
  • Indication of availability to start and undertake this assignment
