3. Kenya Revenue Authority Chief Manager – Strategy, Planning & Policy Jobs

Section: Strategy, Planning & Policy

Reports to: Deputy Commissioner – Human Resources

Direct Reports:
  • Manager Strategy & Planning
  • Manager Policy

    Responsible for:
  • Development and Management of HR plans strategy and projects execution

    Tasks and Outputs:
  • Monitoring and evaluation of divisions programs as well as impact assessment;
  • Formulating strategies and developing strategic plans for the development and implementation of programs that promote human resource efficiency;
  • Oversee development of work plans, reports and budgets;
  • Ensure project implementation and delivery on time and within budget
  • Carry out research and data analysis on the subject matter of interest to the Authority Human Resource and develop first draft paper;
  • Carry out workforce demand and supply forecasting and submit proposal for approval;
  • Research best practice to enable best design of HR policies;
  • Oversee Development and review of HR Policies;
  • Ensure maintenance of staff establishments, and organization structures;
  • Ensure that HR Policies, frameworks and procedures comply with legislative requirements;
  • Benchmark and modernize staff terms and conditions, remuneration and benefits; and
  • Identify current and future HR needs for the Authority.

    Skills Required

    Minimum qualifications

  • Bachelors Degree preferably in social Sciences / Human Resource Management / Business
  • A Master’s degree will be an added advantage
  • Higher Diploma in Human Resource Management
  • Membership to a professional body (IHRM)

    Minimum years of experience
  • 5-8 years’ experience gained in a managerial role or professional/technical capacity and relevant specialization

  • Strong managerial, administrative and leadership skills;
  • Excellent decision making capabilities;
  • Excellent oral and written communication skills to convey conceptual and complex ideas and
    information;
  • Strong analytical skills and ability to make evaluative judgement;
  • Computer proficiency in the standard packages – MS Office;
  • Demonstrate capability to drive performance and achievement;
  • Effective interpersonal skills and delivery techniques to interact with, engage and inspire his/her
    team;
  • Proactive and self driven with a capability of building teams.
