Supervisee:
a) Chief Manager, Testing Laboratory
b) Chief Manager, Digital Forensics
c) Chief Manager, Inspection Technology

Job summary: Providing strategic leadership and direction in scientific examination services.
  • Formulating strategies for scientific examination service to enhance compliance with tax and customs legislation.
  • Establishing and directing implementation of laboratory and scientific examination policies and procedures.
  • Directing the operation of the laboratory and scientific services division.
  • Giving expert evidence needed to combat tax evasion and fraud.
  • Overseeing preparation and administration annual budget, and approves expenditures.
  • Monitoring development and implementation of quality assurance and safety programs to ensure compliance with regulatory and accreditation standards.
  • Managing staff performance and monitors staff training and development.
  • Establishing and maintaining liaison with relevant stakeholders and organisations on matters related to science and technology.
  • Overseeing preparation of management and technical reports, and correspondences.
  • Performing such other duties as may be assigned.

    Academic and Professional qualifications
  • Bachelor’s degree in digital forensics, chemistry, nuclear physics or related sciences.
  • A Master’s degree in relevant field will be an added advantage.
  • Membership to relevant Professional Body.

    Relevant work experience
    At least twelve (12) years relevant work experience with three (3) years at Chief Manager or equivalent level.

    Job summary: Development, implementation and maintenance of inspection techniques.

    Key responsibilities:  Planning, organizing and coordinating technical inspection activities to support enforcement of tax and border control policies.
  • Providing inspection and technical advisory service to support compliance management and interdiction operations.
  • Assessing technical needs for development of
    technical inspections capacity.
  • Preparing and recommending inspection technology operations budget, and management of inspection technology resources.
  • Developing and implementing annual procurement
    plan and ensuring availability of equipment, supplies and services.
  • Evaluating staff performance through the review of completed work assignments and initiatives, and developing staff skills.
  • Developing and implementing quality management
    procedures to ensure quality of service delivery and safety of work environment.
  • Liaising with relevant agencies and organizations on matters related to inspection and interdiction techniques.
  • Preparing technical and management reports;
    providing expert testimony regarding application of inspection techniques and findings.
  • Performing such other duties as may be assigned.

    Academic and Professional qualifications
  • Bachelor’s degree in digital forensics, computer
    science or related field.
  • Masters degree will be an added advantage.
  • Degree in relevant field is an added advantage

    Job summary: Managing computer forensics activities and presentation of scientific evidence.

    Key responsibilities:
  • Planning, organizing and coordinating computer forensics examination to support enforcement and compliance with tax and border legislation and regulations.
  • Providing scientific service to support to support compliance management and fraud investigations.
  • Reviewing case files to obtain necessary background information in order to conduct forensic data recovery investigations.
  • Securing information obtained to protect confidentiality and integrity of the investigation
    operations.
  • Assessing technical needs for development to enhance computer forensics capacity.
  • Preparing and recommending computer forensics
    operations budget and management of digital forensics resources.
  • Developing and implementing annual procurement
    plan and ensuring availability of equipment, supplies and services.
  • Evaluating staff performance through the review of completed work assignments and initiatives, and developing staff skills.
  • Developing and implementing quality management
    procedures to maintain chain of custody of evidence, and scientifically credible and defensible reports, and safety.
  • Liaising with relevant agencies and organizations on matters related to computer forensics and investigation techniques.
  • Preparing technical and management reports; providing expert testimony regarding examination of evidence and conclusions.
  • Performing such other duties as may be assigned.

    Academic and Professional qualifications
  • Bachelor’s degree in computer forensics, computer science or related field.
  • Master’s degree will be an added advantage.

    Relevant work experience required
