1. Kenya Revenue Authority Chief Manager – Digital Forensic Laboratory Jobs

Grade:
KRA ‘7’

Department: Strategy, Innovation and Risk Management

Supervisor: Deputy Commissioner - Inspection and Testing Centre

Supervisee:
a) Manager, Computer Forensics Examination
b) Manager, Multimedia Forensics Examination

Job summary: Providing technical leadership in digital forensics investigations service.

Key responsibilities:
  • Developing strategies, objectives and implementing plans for provision of digital forensics service.
  • Providing science based investigation service to support enforcement of tax and border control policies.
  • Developing, recommending and implementing digital
    forensics examination policies and procedures.
  • Directing operations for identification, extraction and interpretation of intelligence and evidence from all
    forms of digital devices.
  • Evaluating technological advances and building capacity for forensic examination and analysis of computer, telecommunication and other electronic equipment.
  • Preparing and recommending Digital Forensics budget
    and monitoring implementation of work plan.
  • Setting staff performance targets, evaluating
    performance and managing staff training and development.
  • Developing and implementing policies and procedures
    to ensure quality of testing results and safety of the work environment.
  • Establishing and maintaining liaison with relevant
    government agencies and other organisations on matters related to digital forensics investigation.
  • Preparation of management reports, and reviewing
    technical recommendations and correspondences,
    providing expert testimony regarding forensics evidence.
  • Performing such other duties as may be assigned.

    Academic and Professional qualifications
  • Bachelor’s degree in computer forensics, computer
    science or related field.
  • Master’s degree will be an added advantage.

    Relevant work experience required
    At least twelve (12) years relevant experience with three (3) years at Manager or equivalent level.

  • Broad knowledge of digital forensics investigations and presentation of scientific evidence in legal proceedings.

  • Developing strategies, objectives and implementing plans for development of inspection solutions to enforcement of tax and Customs legislation.
  • Provides technical support in application and maintenance of enforcement and interdiction technology tools and solutions.
  • Coordinate multi-disciplinary teams responsible for developing and implementing inspection and detection techniques for monitoring goods.
  • Developing and implementing policies and procedures to ensure quality of inspections and safety of the work
    environment.
  • Building technical capacity for the inspection and interdiction technology.
  • Evaluating technological advances and developing inspection and detection capacity for service improvements.
  • Preparation and administration of the division budget and monitors implementation of work plan.
  • Setting staff performance targets, evaluating performance and managing staff training and development.
  • Develop and implement policies and procedures to ensure quality of inspections and safety of the work environment.
  • Establishing and maintaining liaison with relevant government agencies and other organisations
    on matters related to inspection and interdiction techniques.
  • Preparation of management reports, and review technical recommendations and correspondences.

    b) Chief Manager, International Tax & Trade Facilitation

    Job summary: To oversee tax policy function at corporate level for effective revenue mobilization

    Key responsibilities:
  • Co-ordination of Budget Process at Corporate level through appropriate liaison with operational departments.
  • Co-ordination of relationships with key external strategic partners e.g. Treasury, Professional Associations, Statutory/Regulatory bodies, Parliament and the Public on key corporate tax policy matters.
  • Co-ordination of International Tax and Trade Policy
    related issues at corporate level in close liaison with
    Revenue Departments.
  • Provide strategic and Innovative support to Operational Departments in areas of Tax Policy.
  • Provide necessary support to other divisions within the department on measures put in place to support revenue mobilization strategies.
  • Technical support to both Internal and External
    customers by developing appropriate administrative
    Frameworks or/and guidelines to support new tax legislation.
  • Supervision of staff in the division.
  • Undertake any other assignment given by management.

    Academic and Professional qualifications
  • University degree in Accountancy, Finance, Legal or
    Economics.
  • A Master’s Degree in any of the above fields will be an added advantage.

    Relevant work experience required
  • At least twelve (12) years relevant work experience with three (3) years at Chief Manager or equivalent level.
  • Over 10 (ten) years of quality experience in a Technical field of Tax Administration or Economic Policy is required.

    Skills and Competencies required
  • Managerial skills and ability to supervise staff under him/her.
  • Deeper appreciation of legal reforms of core revenue
    statuses & taxpayer behaviour.
