[4. IEBC Regional Elections Coordinator – (Upper Eastern & South Rift) Jobs in Kenya

Duties & Responsibilities
  • Develop and oversee the implementation of regional strategies, work plans and budgets while ensuring the alignment of these activities to the overall Commission strategy;
  • Facilitate and monitor the delivery of effective and efficient regional election operation services including voter registration, voter education, electoral cycle execution, warehouse and logistics systems activities;
  • Develop accountability measurements, monitor the performance indicators at the regional and constituency levels and ensure the timely preparation of periodic reports;
  • Coordinate the voter registration, voter education and election operation processes at regional and constituency levels through ensuring the timely availability of the requisite resources;
  • Liaise with regional administrative and security official to facilitate all election activities;
  • Maintain a good public image for the commission at the regional constituency levels;
  • Liaise with commission secretariat to monitor regional political parties’ activities;
  • Coordinate all surveys/researches at both the regional and constituency level;
  • Coordinate the human resources and administration function at both the regional and constituency level;
  • Liaise with stake holders to delimit (mark boundaries), wards and constituency boundaries;
  • Coordinate and provide leadership to the Constituency Election Coordinators in the region;
  • Lead and mentor directorate staff both at the regional and constituency levels;
  • Coordinate the provision of administrative support services at the regional and constituency levels including procurement, maintenance, transport management, protocols and ensuring the safe custody of the Commission’s assets;
  • Collate evidence related to the elections cases and coordinate conflict prevention and dispute resolution activities;
  • Provide logistics for voter registration for constituency levels and consolidate data for Headquarters for uploading Monitor voter registration programmes;
  • Conduct stakeholders meetings at regional level to monitor the electoral climate during electoral period;
  • Monitor voter education both at regional and constituency levels and feedback to the voter education and partnership directorate;
  • Maintain and secure election materials and equipment and carry out stock take on monthly commission assets;
  • Distribute election materials to constituency on need basis and in accordance to the electoral calendar;
  • Arrange for security for election materials, premises and warehouses in the region;
  • Provide administrative and logistical support services during the electoral period;
  • Facilitate the returning officers and formation of committee to plan the logistics of electoral operation in the respective region;
  • Forster public relations with stakeholders in the region to facilitate electoral operations in the respective region;
  • Compile stakeholders’ complaints, resolve minor conflicts prior to escalation and forward them to headquarters;
  • Monitor and report on political campaigns that are conducted in the region;
  • Supervise elections and electoral training in the region to build capacity on electoral operations and electoral conduct for staff; and
  • Prepare reports on electoral operations in the respective regions.

    Requirements for Appointment
  • Bachelor’s degree in Social sciences and related discipline from a recognized institution;
  • Post graduate qualification in the relevant field;
  • Project management skills;
  • Computer literacy;
  • Financial management Skills;
  • Knowledge of electoral frame work;
  • Planning and coordination skills;
  • Good negotiation skills;
  • 8 years of service in a comparable position from a reputable organization; and
  • Must hail from the Region he/she is applying for and must attach copy of National Identity Card.

    [5. IEBC Project Coordinator - Electoral Risk Management and Conflict Mapping Jobs in Kenya

    Duties & Responsibilities
  • Provide general leadership in the management of the Electoral Risk Management project;
  • Conduct quality control and analysis on all data generated in the Electoral Risk Management project;
  • Operational responsibilities;
  • Assist Manager Risk and Compliance in the design, planning and implementation of the project activities;
  • Provide Tool generated analytical reports and progress reports on electoral risk for use by the Commission decision makers;
  • Prepare the contractual documents in consultation with Commission staff relating to activities undertaken within the tool implementation exercise;
  • Assist recruitment and contracting of individuals and organizations engaged in the implementation of project related activities;
  • Conduct verification on accuracy of the project data and reports;
  • Actively integrate the inclusion of a gender perspective in all project related activities and present or represent the elections and conflict project when required to do so;
  • Provide the Manager Risk and Compliance with reports on emergence of electoral risks; and
  • Capacity building for Commission staff and partners on Electoral Risk Management, peace building and conflict management.

    Requirements for Appointment
  • Bachelor’s degree in Peace studies, Public Administration and Management, Development Studies, International Relations or any other relevant field from a recognized institution;
  • Any relevant professional qualification in Risk or Conflict Management;
  • Project Management skills;
  • Disaster Management skills;
  • Communication and Report writing skills;
  • Proposal writing skills;
  • Computer literacy; and
  • 6 years of service in a comparable position from a reputable organization.

    All shortlisted applicants may be subjected by the Commission to a security clearance by National Intelligence Service (NIS).
