UNICEF's role in planning, measuring, tracking, and reporting results for children requires the ability to gather, integrate, and share information between multiple actors. The demands for real-time information and problem solving with partners is vital to this process, especially in humanitarian action. While some country offices have attempted to address these needs individually in the past, eTools is the only institutionally supported platform built for this purpose.

eTools is a platform designed and built by UNICEF to strengthen the way it works with partners in managing results for children.

eTools development follows a phased and modular approach to software development, with releases based on an agreed set of prioritized modules and features. With eTools being incrementally introduced to country offices throughout 2016-17, the need for office support for product rollout and support is vital. Hence, the eTools project seeks an eTools Support Assistant to support offices in their adoption of eTools.

In Eastern and Southern Africa (ESA) region, five UNICEF Country Offices (COs) in Ethiopia, Kenya, Rwanda, South Africa, South Sudan and Regional Office (ESARO) have officially started their roll-out of eTools since September 2016, with more COs in the region expected to roll out eTools by 2017. The eTools Support Assistant will be responsible for the population and quality assurance of key data in eTools as well as provision of user support to 21 COs and ESARO in the region.

Major duties and responsibilities
The eTools Support Assistant will be supporting 21 COs and ESARO in the region. The initial priority COs will be UNICEF Ethiopia, Kenya, Rwanda, South Africa, South Sudan and Regional Office (ESARO).

Key expected Results

Support data entry for eTools
Assist Country Offices in adoption of eTools by providing data entry support to offices of work plans, partnership and implementation monitoring documents. The entry of country office data is to be carried out in a coordinated manner with those appointed as responsible in each country office as part of the eTools adoption work plan.

Support the strengthening of Country office capacities for eTools adoption
Assist the Programme Specialist (eTools) in undertaking review of country office eTools workspace data to ensure that data contained in relevant documents such as PCAs/PD/SSFAs, work plans are entered correctly.

Qualifications of Successful Candidate

Qualifications

  • Education - Completion of secondary education, preferably supplemented by technical or university courses related to the work of UNICEF.
  • Work experience - A minimum of 5 years of progressively responsible administrative or clerical work experience is required. Familiarity with UNICEF's country programme cycle and associated processes is an asset. Skills and experience in data entry and use of spreadsheets is an added advantage; Good knowledge of MS Office applications is a requirement.
  • Languages - Excellent writing and communication skills in English and preferred knowledge of at least one other UN language.

    Remarks
    Office-based with up to 60% field travel and support. The position will be under the overall supervision of Programme Specialist (eTools).

    The position is a 6 months Temporary Appointment with a possible extension.

    2. Senior Human Resources Assistant

    Summary of key functions/accountabilities:
  • Receives short-lists for IP posts, prepares recruitment documentation, administers selection process in the Regional Office, maintains tracking information, coordinating and scheduling of interviews and written tests.
  • Assists in the SSR process for vacant positions in ESAR by preparing candidates files and coordinating/scheduling interviews. Maintains records of all ESARO Job Descriptions, and ensures that they are updated as per the guidelines.
  • Supports the oversight function of the Regional Human Resources Section in reviewing national professional officer recruitment recommendations from country offices, ensuring completeness of documentation and workflow process in e-recruitment system; prepares checklist for review by HR Specialist/Office and approval by the Regional Chief of Human Resources. Maintains tracking records and prepares statistics.
  • Responsible for quality assurance and confirmation of classifications done by country office for GS posts submitted for PBR approval, making appropriate recommendations for final action, including entry actions in VISION.
  • Assists in the preparation of the Regional Office Management Plan by preparing the organization chart and all other annexes.
  • Carries out transactions in VISION pertaining to raising of consultancy contracts, ensuring due process was followed, completeness of supporting documentation, and compliance with relevant policies.
  • Contributes to the review of the Regional Human Resources Management Reporting, by receiving reports from country office, checking accuracy of submissions and cooperating with COs for their completion.
  • Assists with the review of SPAs, confirm eligibility, draft required correspondence and recommendation.
  • Assists in the collection of Frequently Asked Questions for ESARO database and sharing with HR Practitioners in the region.

    Essential Requirements:
  • Education: Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization.

  • Experience: A minimum of 7 years of progressively responsible human resources, administrative or clerical work experience required. Training on job classification an asset.

  • Languages: Fluency of English and local language of the duty station required.
