Trócaire Monitoring, Evaluation, Accountability and Learning (MEAL)Coordinator Jobs in South Sudan;Lead the design, coordination and continuous improvement of Sudan Country Programme’s MEAL system. Ensure programme teams and partners collect, analyse, use and report high‑quality evidence consistently, while promoting accountability, learning and adaptation.

Responsibilities

MEAL System Design & Management

  • Develop and maintain MEAL framework, processes, tools and guidance.

  • Support design of logframes, MEAL plans and indicator frameworks.

  • Establish tools for data collection, management and reporting.

  • Support use of Kobo Toolbox and other systems.

  • Align monitoring systems with organisational and donor standards.

    Programme Quality & Evidence Generation

  • Support routine monitoring and performance tracking.

  • Conduct field visits and generate reports.

  • Lead data quality assessments and validation.

  • Support design and management of assessments and evaluations.

  • Analyse data to identify trends, gaps and opportunities.

    Partner Support & Capacity Strengthening

  • Conduct partner MEAL capacity assessments.

  • Provide technical advice, coaching and mentoring.

  • Support partners in results frameworks and RBM approaches.

  • Strengthen partner capacity in evidence generation and reporting.

    Accountability & Community Feedback

  • Support partners to operationalise community accountability mechanisms.

  • Establish and monitor Complaints and Response Mechanism.

  • Manage complaints and feedback data.

  • Promote use of community feedback to improve programme quality.

    Learning & Knowledge Management

  • Embed learning throughout project cycle.

  • Facilitate reflection and adaptation processes.

  • Document and disseminate lessons learned and case studies.

  • Support updating of programme data on Salesforce.

    Adaptive Programming & Remote Support

  • Provide technical support in complex and insecure environments.

  • Support adaptation of MEAL approaches under constraints.

  • Develop practical solutions to data collection challenges.

  • Ensure evidence generation remains feasible and ethical.

    Requirements

    Education

  • Degree
    in Monitoring & Evaluation, Data Analysis, Research or related field.

    Experience

  • Minimum 3 years in monitoring and evaluation.

  • Experience in health, nutrition, education, WASH, livelihoods or humanitarian response.

  • Experience in data quality assessments, research and reporting.

  • Experience supporting research assistants and consultants.

  • Experience with digital data collection methods.

  • Experience in community engagement and training.

    Skills

  • Technical skills in data management and assessments.

  • Knowledge of M&E design and evaluation techniques.

  • Ability to present concise reports with solutions.

  • Fluency in English and Arabic.

  • Strong computer and statistical software skills.

  • Knowledge of ODK, Kobo and other digital tools.

  • Capacity building and problem‑solving skills.
