3. Oxfam Regional Programs & Influencing Manager - HECA Jobs in Kenya


Job Purpose

Strategic oversight of countries and the management and leadership of a regional team. Facilitates the development and implementation of the Worldwide Influencing Network within the Horn East and Central (HECA) region and at national level in line with the Worldwide Influencing Network (WIN) transformational goals, the WIN National Influencing Standards and the regional vision for 2020 programmes.

Key Responsibilities and Accountabilities
Development of Influential Programmes and Campaigns through a One-Programme Approach 50%


  • Coordinate and lead in collaboration with the RD, other regional team members, country leadership
    teams and affiliates, in the development and implementation of a regional influencing strategy, defining the regional priorities to guide the work of the region.
  • In line with vision 2020 develop a clear strategy for the transformation of programming in the HECA region towards influencing, supporting countries (DRC, Ethiopia, Kenya, Tanzania, Sudan, South Sudan, Burundi, Rwanda, Somalia and Uganda) to transform their programme strategies, resourcing strategies, partnerships, ways of working and ensuring adequate capacity to facilitate the change and monitor progress.
  • In line with the programme vision for the region, and the individual OCSs for the countries, guide and support countries to develop influencing programmes that show the leap that is expected in our programme ambition.
  • Identify and organise support for the translation of the Oxfam Country Strategies (OCSs) into effective v2020 programme designs and standards, championing and ensuring consistency in programme quality in line with Oxfam policies and standards.
  • Support country leadership to develop appropriate ways of working that will ensure that they are externally focused and tuned to developments within their context ensuring the development of appropriate behaviours for influencing.
  • Support countries to identify critical influencing capacity gaps in country level long-term development and
    humanitarian programming, advocacy and campaigns teams and develop a plan of action that can support the development of such capacities.
  • In line with country and regional ambitions to engage with campaign initiatives, facilitate the development
    and implementation of advocacy and campaigns at the country and regional level, ensuring regional and global linkages.
  • Consistent with WIN standards, and the hallmarks of regional programmes, ensure that countries embed the standards in their country strategies and operating models and are regularly reviewing compliance to such standards.

    One Programme Influencing Support, including program leverage, campaigns and advocacy: 50%

  • Support in leading in the provision of strategic oversight of some of the country leadership teams in the
    region as delegated by the RD
  • Provide guidance to country teams on good practice around power analysis, integrated programming, evidence based advocacy, public campaigning, effective messaging, risk assessment and ensuring the creation of clear and accessible tools and resources for teams to maximize their program impact through WIN
  • In collaboration with the global Digital WIN and ICT for programmes teams, and the regional media lead,
    explore the use of digital technology in our campaigning, programmes and knowledge management, supporting countries to scale up their ambitions in this area.
  • Support countries to develop a wide range of influencing strategies that include advocacy and campaigns, effective networks, and partnerships with multiple stakeholders for the effective delivery of
    influencing goals ensuring linkages at regional and global level.
  • Provide high level technical advice and support to managers, and facilitate the development of quality
    policy papers.
  • Support in-country networks and regional networks to establish an environment of knowledge generation, learning and sharing across the region, such that a knowledge management culture is encouraged and implemented and local capacity building occurs
  • Stay abreast of and adjust to changing circumstances and understandings regarding international interventions and practices and anticipate, analyse and manage highly complex and diverse public policy issues and programme strategy, ensuring that the region’s ideas and approaches include the latest thinking
  • Promote a culture shift in how advocacy,
    humanitarian, long term development and public engagement
    staff bring their skills together to achieve change at national level.
  • Ensure adequate resourcing allocated within budgets to scale up influencing including advocacy and campaigns at national and regional level and support initiatives for resource mobilisation.
  • Promote the integration of women’s rights into national influencing including programme and advocacy and campaigning strategies.

  • Mobilise relevant global financial and staff advocacy and campaign resources in support for national and regional influencing strategies in a timely fashion
  • Strengthen the relevance, legitimacy and downward accountability of our global influencing initiatives
  • Forge meaningful links between local to global (also south-south)
  • Provide and facilitate high level influencing support to regional programmes
  • Provide fundraising support from an influencing perspective – ensuring that every funding proposal has a
    strong influencing component to it.
  • Support the OI Regional Director in external representation, regional level representation and external engagement as required.
  • Line management and lead a team of managers and advisors and support the building of high performing
    regional and senior leadership teams.

    Technical Skills, Experience & Knowledge

    Essential


  • In-depth understanding of the economic, political and social causes and dynamics of poverty, vulnerability and inequality and a familiarity with policy issues related to the creation or reduction of poverty, vulnerability and inequality
  • Clear understanding of what represents sustainable and effective development action
  • Ability to think and act strategically and understand the relationship between national and regional programmes and the global objectives of Oxfam
  • Proven commitment to and hands-on knowledge of Oxfam’s One Programme approach
  • Proven experience of leading and/or supporting others to design and deliver advocacy and campaigns, programme and research and policy work in one or more countries in the global south
  • In-depth experience of leading or working with country /multi country leadership team(s) in the global
    south to enhance influencing capacity and impact
  • Multi-year work experience in more than one country in the region
  • Excellent inter-personal and collaboration skills, particularly in cross-cultural contexts
  • Excellent written skills to support fundraising proposals
  • Proven experience of capacity strengthening and advisory work
  • Ability to address gender issues and women’s rights in the design/delivery of influencing work
  • Very strong analytical and conceptual thinking skills; able to understand highly complex issues and
    translate them into simple, workable actions and plans.
  • Superb judgement that ensures the delivery of a coherent strategy and policy, and grows Oxfam’s reputation across the region
  • Experience in supporting monitoring and evaluation and learning initiatives , assessments and reviews
    and of taking research into use
  • Excellent communication and influencing skills, with experience of external representation strategies,
    lobbying, advocacy and campaigning
  • Collaborative ways of working as part of a leadership team
  • A high level of energy, stamina and flexibility.
  • Ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through, often working under pressure and to tight deadlines
  • Fluency in written and spoken English is essential.
  • May need to work after hours or at the weekends.
  • Ability to travel frequently and at short notice, including to remote and difficult locations
  • French Language (oral and written) is desirable, as is knowledge of a regional language such as Swahili
