Requirements for Appointment


  • Served in the grade of Supply Chain Management Officer I or in a comparable and relevant position in the Public service or Private sector for a minimum period of Two (2) years;
  • A Bachelors Degree in any of the following:- Commerce, Business Administration (Supplies Management Option), Economics, Procurement and Supplies Management or their equivalent from a recognized Institution;
  • A certificate in computer application from a recognized institution;
  • Be a member of a Kenya Institute of Supply Chain Management ; and
  • Demonstrated merit and ability as reflected in work performance and results;

    Duties and Responsibilities

    An officer at this level will be responsible to the Assistant Director Supply Chain Management for the assigned Supply Chain Management function. Specifically,
    duties and responsibilities at this level will entail:-

  • Planning and coordinating of Supply Chain Management activities in such areas as procurement, warehousing, distribution, fleet management, disposal of stores and equipment, market survey and research, procurement planning, and inventory and stock control;
  • Preparing, publishing and distributing procurement and disposal opportunities including invitations to tender, pre-qualification documents and invitations of expressions of interest;
  • Co-ordinating the receiving and opening of tender documents;
  • Maintaining and safeguarding procurement and disposal documents and records in accordance with these Regulations;
  • Issuing procurement and disposal documents to candidates in accordance with the Act and Regulations;
  • Maintaining and archiving documents and records of the procurement and disposal activities for the required period;
    (vii) Implementing the decisions of the Accounting Officer and disposal committee including co-ordinating of all activities of the committee;
  • Recommending a negotiating team for appointment by the Accounting Officer where negotiations are allowed by the Act and these Regulations and participate in such negotiations;
  • Maintaining and updating lists of registered tenderers
    and liaising with Public Procurement Regulatory Authority in respect of the Authority’s register of
    suppliers and procuring agents; and
  • Preparing and consolidating procurement and disposal plans.
