5. Kenya Civil Aviation Authority Manager, ANS and Aerodromes Standards Jobs - KCAA SCALE 5 – Ref: ASSR/AAS/01/17 (1 Post)


Reports To: Director, Aviation Safety and Security Regulation

Job Purpose
To plan and direct the oversight activities of ANS and
Aerodromes Standards to achieve a coordinated approach
to policy formulation, inspections and surveillance duties.

Scope of work / Duties / Responsibilities
  • Preparing and implementing the department’s operational plans and budget to achieve targets in line with KCAA’s strategic plan.
  • Developing and proposing policies, standards, regulations and legislation to ensure that the regulatory framework of the Authority is aligned and compliant with ICAO annexes and recommended practices, as well as other
    regional and international conventions which Kenya is a member State.
  • Coordinating with the Licensing department as necessary for licensing and certification of ANS personnel.
  • Working with the legal services to propose / draft appropriate legislations and regulations.
  • Reviewing and approving inspection guidance material, manuals and procedures.
  • Advising and guiding management and industry on the interpretation and application of aviation safety standards and regulations applicable to ANS and Aerodromes.
  • Conducting regular performance reviews of staff in the department to determine training and development needs and ensuring that the highest standards of performance and conduct are being adhered to.
  • Working closely with Internal Audit to incorporate good governance practices in the department.
  • Working closely with the Quality Management department to implement inspection, surveillance and licensing processes.
  • Implementing the State Safety Programme.
  • Enforcing the relevant Civil Aviation Regulations and recommending appropriate actions.
  • Performing any other duties as may be assigned by the Director, Aviation Safety and Security Regulation.

    Qualifications
  • At least a Master’s degree in Aviation, Science, Engineering or related field from a recognized university will be an added advantage.
  • Bachelor’s degree in Aviation, Science, Engineering or related field from a recognized university.
  • Air Traffic control license endorsed with at least four ratings or certificate in at least four CNS Equipment Maintenance Courses (Navigation, Surveillance,
    Communication) or Certificates in AIS Cartography, Quality Management System, AIP Management and Aeronautical information exchange model data base or Certificate in Aerodrome Certification course.
  • Certificates in ICAO PANS-OPS.
  • Safety Oversight Managers course
  • Training in management and leadership.

    Experience
  • At least five years’ experience in a senior role in ANS or Aerodromes sectors.
  • Proven experience in financial and people management.

    Knowledge and skills
  • In-depth knowledge of the Chicago Convention, the Standards and Recommended Practices specified in the ICAO Annexes and related ICAO documentation and guidance material, safety audit and safety management programmes requirements and the Civil Aviation Regulations
  • Extensive knowledge of the Kenya civil aviation regulatory requirements and the ANS/Met and Aerodromes regulatory responsibilities of KCAA;
  • Knowledge of trends in the ANS and Aerodromes sectors
  • Extensive knowledge and experience of ANS or Aerodromes activities, systems, plans and operating environment.
  • Extensive knowledge of the Kenya civil aviation inspections and certification procedures and processes;
  • Ability to plan and budget for resources, human or otherwise, to achieve targets.
  • Excellent written and verbal communication and analytical skills.
  • Proficiency in office suite.

    Reports To: Director, East African School of Aviation

    Job Purpose
    To develop the School’s sustainability and ability to meet the industry’s needs through quality and profitable
    academic services. To diversify the School’s revenue
    base to achieve self-sustainability.

    Scope of work / duties / responsibilities
  • Contributing to the overall strategic and business planning activities of EASA by:
    o Conducting market/ industry research to identify opportunities for new products (courses) and target audiences
    o Benchmarking pricing structure and competitiveness, as well as EASA’s accessibility to national and regional markets
    o Advising the Director on current and future areas of development
    o Coordinating with Heads of Departments to ensure business plans meet strategic targets
    o Developing a marketing plan for the school.
  • Planning and coordinating the school’s projects.
  • Working with Heads of Departments to develop and achieve revenue targets by product/service and faculty.
  • Consolidating and monitoring the overall EASA revenue budget.
  • Developing Corporate Customer acquisition and retention strategies as well as strategies to improve the rate of intakes and student ratio to capacity.
  • Designing, developing and producing appropriate school brochures, communication materials, adverts etc.
  • Developing a public relations plan and monitoring its implementation.
  • Coordinating the development and implementation of strategic and annual plans.
  • Coordinating the schools’ performance contracting and tracking the implementation of the performance plans.
  • Leveraging customer focus orientation and managing customer experience processes
  • Performs any other duties as may be assigned by the Director

    Qualifications
  • A master’s degree in marketing or sales or public relations or related business management field.
  • Bachelors’ degree in Commerce, Business Management, Business Administration or equivalent.
  • Training in management and leadership.
  • Proficiency in Office Suite.
  • Experience in the Aviation Industry will be an added advantage

    Experience
  • At least 5 years’ experience in commercial environment, with at least 2 years in product development.
  • Proven experience in management and people skills.
  • Service Marketing will be an added advantage

    Knowledge and skills
  • Knowledge of market research.
  • Knowledge of industry trends and needs.
  • Business planning skills, including financial and product performance analysis.
