4. AGRA Strategy Officer Jobs in Kenya

Reporting to the Head of Strategy and Analytics, the Strategy Officer will support strategy development, execution, performance management and analytics to ensure AGRA’s interventions are grounded in a robust Agriculture Transformation theory of change and geared towards catalyzing results in AGRA’s 11 focus countries and across the continent.

This individual will support development of adaptive strategies based on results, learning and evidence in the face of a changing ecosystem. The individual will be responsible for highly complex strategy design and performance management; project/team/contract management; client/partner relations management; strategic planning/performance management and team participation. The position will be based in Nairobi, Kenya.

Key Duties and Responsibilities

  • Manage strategic planning and drive AGRA’s strategy performance management focused on results, learning and evidence to adapt strategies appropriately
  • Support design of AGRA’s organizational strategy, theory of change for transformation and any special strategic initiatives as may be defined by AGRA’s leadership
  • Develop strategic frameworks and analysis tools to assess and track institutional performance
  • Work with the M&E team to help drive better decision making and performance through development of effective country and institutional level performance tracking tools and critical analysis of results to tease out relevant and actionable recommendations
  • Work with HR to ensure individual AGRA unit goals are aligned to institutional goals
  • Work with Finance, especially on budgeting, to ensure resource allocation is aligned to strategic focus and desired impact
  • Provide critical analysis on AGRA’s performance and recommend adaptive strategies based on learnings
  • Provide support to Geographic Support Teams (GSTs)/country teams and technical teams across the continent to ensure successful execution of strategies
  • Work with GST/Country leads and technical teams to improve team’s ability to achieve impact by developing country-level strategy and implementation plans focused on results, learning and evidence
  • Provide analytics support to GST and country teams to support decision making, strategic selection of initiatives and provide evidence-based support to governments and other partners
  • Work alongside the Policy and Country support team and GSTs to provide strategic and analytics support to African Governments through AGRA’s country support model.


    The unit will help to:

  • Scope and structure engagement with government and other partners
  • Design a country support package that is responsive to government needs and that folds in AGRA’s package of support that includes strategy and analytics support, institutional strengthening and implementation support and resource mobilization to deliver on country strategies.
  • Define terms of reference for service providers as required
  • Oversee external strategic advisory services provided by vendors to ensure quality of strategy services provided
  • Support development, structuring, and occasional implementation of strategic partnerships in collaboration with resource mobilization, technical teams, and country teams
  • Design and roll-out new strategic initiatives as identified by the Executive Management of AGRA
  • Oversee work streams and manage cross-functional teams on institutional or GST/country-level strategic initiatives
  • Support knowledge management and thought leadership in AGRA through
    critical analysis and support to identify strategic communication channels

    Key Qualifications and Experience required

  • Minimum 5 years of experience in managing varied consulting projects to assure the quality of content and interaction with client – as well as driving team performance and productivity.
  • A Master’s degree in an applied research discipline or other relevant field, such as development economics, business, public administration, agriculture, rural development or other related field is required.
  • Proven strength in structured problem solving and strategic business planning, with the ability to easily identify and communicate framework to analyze issue.
  • Strong quantitative/financial knowledge, including experience creating complex models, with a demonstrated ability to extract appropriate data to convey complex information through the use of supporting tables, graphs and other visual representations.
  • Demonstrated ability to bring new frameworks and tools to facilitate strategy development process.
  • Experience in providing recommendations to improve the design of annual strategic planning process for large organizations.
  • Excellent oral, facilitation, and written communication skills.
  • Ability to question and challenge colleagues including managers, partners, and clients in constructive manner.
  • Experience in developing and managing strong partnerships and relationships inside and outside the organization, managing conflicts, and building consensus.
  • Interactions involve very senior decision makers within organization.
  • Strong knowledge across relevant technical area/expertise, particularly ability to learn new content quickly, identify connections and second-order implications and demonstrate competence with internal/external teams.
  • Deep knowledge of strategy development and end-to-end complex project management (including process design, team structure, analytical requirements, development of novel communication tools and external/senior leadership engagement).
  • Effective as a collaborator in complex internal and external organizations.
  • Works with efficiency and diplomacy.
  • Excellent listening skills and empathy.
  • Comfortable with unstructured and ambiguous situations and tasks; ability to proactively resolve.
  • Ability to travel up to 25% – 35% domestically and internationally to engage with AGRA teams and government units in AGRA’s focus countries.

    An attractive remuneration package commensurate with the responsibilities of the position will be negotiated with the successful candidate.
