Linking ICCM and Nutrition

Recent programmatic experience suggests that the ICCM strategy can be effective in achieving high treatment coverage and delivering high-quality care for sick children in the community. Recent exploration of the linkages between iCCM and nutrition suggested that iCCM of childhood illnesses may be a logical platform, perhaps currently a missed opportunity, for increasing the reach and coverage of treating malnourished children.

Although operational linkages between iCCM and community based nutrition interventions are feasible, necessary, and are likely to provide benefits to both domains, there lacks evidence in Kenya on how it would be when both are implemented in an integrated manner.

In furtherance of these promising potentials of integrating treatment of Acute malnutrition in iCCM, Ministry of Health, Action Against Hunger, Save the Children, UNICEF and WFP wish to work together to generate local evidence on the effectiveness of integrating nutrition treatment of acute malnutrition into iCCM.

Action Against Hunger is planning to implement Integrated Community Case Management (iCCM) Project in Isiolo County in collaboration with National and County Ministry of Health, Unicef, WFP and Save the children.

This is a research study whose aim is to generate evidence that would inform and guide policy and practice in regards to integrating management of acute malnutrition with iCCM.

The objectives of the study are:
  • To examine the feasibility and effectiveness of integrating management of acute malnutrition as part of the iCCM package,
  • To determine the enabling factors and bottlenecks for effective integration of management of acute malnutrition and iCCM
  • To identify the challenges, constraints and potential risks in the integration
  • To document lessons and promising practices in integrating management of acute malnutrition into iCCM
  • To provide policy and programmatic recommendations for management of acute malnutrition at community level.

    AAH is looking for a Project Manager to be responsible for the overall supervision of the iCCM study in the County.

    This will include coordinating with the Research Coordinator and AAH Nairobi team, recruiting and training the local data collection team, ensuring high quality data collection and data entry, provide on-going technical supervision and support, budget monitoring for field-based data collection activities, supporting data analysis and report writing.

    The position will report to AAH-Kenya Isiolo Head of Region and will be technically supervised by the Research Coordinator ICCM. The Project Manager will be a key project team member and will play an important role in the interpretation and the presentation of the results of the study.

    The position will be based in Isiolo county with regular travel to Nairobi for meetings.

    Start date: February 2017.

    Duty station: Isiolo County. AAH will provide transport and accommodation plus meals when travelling to the other bases and/or capital office.

    Responsibilities:

    The Project Manager will work closely with the AAH Kenya Research Coordinator and the overall PI to achieve the following objectives:

    Objective 1: Research protocol and project development
  • Lead field-level pre-testing in Isiolo and refining the tools.

    Objective 2: Staff recruitment and training
  • In liaison with HoR and Research Coordinator, recruit, train and supervise local research team members (data collectors and data manager) during field pre-testing of tools, data collection and data management.
  • Work closely with research team to develop critical thinking research skills; develop and sustain a culture of responsibility and detail-oriented work among all field researchers. Manage overall planning and the division and coordination of the work of the field research team.

    Objective 3: Coordination and management
  • In liaison with research coordinator and head of region Isiolo, coordinate launch of data collection activities, ensuring strict adherence to study protocol in selected health facilities; ensure high-quality standardization of measurement methods (calibration and gold standard measurements)
  • With support from the research coordinator and HOR, develop, maintain, and implement field monitoring and data management systems to ensure data quality and coherence.
  • Maintain ongoing dialogue with ICCM research
    team members to assess project progress; support timely and quality implementation and alert research coordinator in case attention is needed
  • Build and maintain good relationships with MoH at national and county level and act as ICCM contact at county level.
  • Prepare ICCM Project Updates for MoH and partners at county/sub-county coordination fora (county nutrition technical forum and CSG).
  • Inform/update the research coordinator on activities on a regular basis and liaise with field Nutrition program manager and head of region for smooth implementation of the project.

    Objective 4: Finance, budget and grant monitoring
  • Prepare cash forecast based on the work plan of the project
  • Ensure the expenditure is as stipulated in the budget lines and strict adherence to the budget limits
  • Propose anticipated budget realignment in line with field realities
  • In liaison with HOR and Research coordinator, perform and monitor budget spending in line with spending plan; ensure diligence in grants utilization including timely spending and value for money.
  • Prepare a monthly report of estimated expenditure (including actual and commitments) based with narrative summaries.

    Objective 5: Reporting and administrative tasks
  • Prepare and share work plan with HOR and research coordinator for approval and integration.
  • Prepare monthly technical reports on the status of the research activities and progress based on the research implementation work plan.

    Objective 6: Publications, reports, and dissemination
  • Contribute to preparation of periodic progress reports throughout the project with interim results for internal and external dissemination (including official project and donor reports as well as AAH- USA communications material etc.)

  • AAH Kenya Research Coordinator: technical supervisor
  • AAH Kenya Isiolo Head of Region: hierarchical relationship, administrative and collaboration on recruitment and field research team management.
  • AAH Kenya Head of Nutrition and Health Department : collaboration and coordination – technical support – exchange of information
  • AAH Kenya Nutrition PMs: collaboration and coordination on existing nutrition activities and harmonisation with research implementation

    External
  • Local governmental and non-governmental partners at county level : exchange of information and coordination regarding the research project
  • County HMT, health facility in-charges, health facility committees and community health committees: exchange of information and coordination regarding the research project
  • Representatives of international aid organisations at county level : information-sharing regarding the research project

    Reporting Responsibilities
  • Monthly field activity report
  • Contribution to mission SitRep

    Qualification
    BSc in Food Science & Nutrition; Nursing, Clinical medicine, Public Health with bias to Nutrition, or related health field

    Skills and Experience
  • 2-3 years’ experience in a similar position.
  • Demonstrated capacity to manage complex programs implemented with diverse teams
  • Exposure to Nutrition clinical and Research experience
  • Demonstrate capacity in constructively engaging local authorities and local partners.
  • Finance, admin, grant management, logistic, HR, security management experience
  • Excellent organization, coordination, report writing and team management skills
  • Analytical skills in statistical applications
  • Strong oral/written English skills
  • Strong and effective communication and presentation skills
  • Team player and Keen to details
