Program Summary:Winrock International is a non-profit organization that works with people around the world to increase economic opportunity, sustain natural resources, and protect the environment.
Winrock is currently recruiting for the position of Interim Monitoring and Evaluation Director in its Tamale project office to support the five-year, USAID-funded Feed the Future Ghana Agriculture and Natural Resources Management Project (USAID AgNRM).
The USAID AgNRM project seeks to provide a scalable, integrated landscape approach that will support sustainable economic development and rural livelihoods, increase nutrition and climate change adaptation, and strengthen Northern Ghana’s natural resources.
Position Summary:The Interim Monitoring and Evaluation Director will be responsible for leading and implementing current M&E activities and managing the M&E team. The project is looking for an M&E expert to fill this vacancy on the project during the recruitment process for the full-time position.
Essential ResponsibilitiesThe M&E Director will oversee the implementation of the program’s M&E activities and data reporting requirements.
Specific responsibilities include but are not limited to:
Manage a rigorous approach to monitoring and evaluation, including mobile and web based technologies in systems for monitoring performance toward specific goals and objectives
Supervise the M&E team including M&E officers, MIS expert, and GIS expert
Implement the recently revised monitoring and evaluation plan, including tracking of specific indicators, developing strategies for data collection and regular reporting on approved indicators
Train and liaise with technical staff to ensure a high level of understanding of linkages between activities, expected results, and indicators, as well as data collection and use of the project database
Oversee implementation of a baseline study on the indicators of the activity, including review of tools and survey methodology; training of enumerators and review of data quality and analysis.
Finalize oversight of the external designer of the project’s geo-enabled, web-based database and ensure the database aligns with the M&E data collection tools
Review and verify data entered in the project database
Manage the day-to-day tracking, and reporting on activities under the award in collaboration with the M&E team
Manage current data
collection instruments, schedules, analysis methods, and applied technologies
Ensure reporting requirements are adhered to per USAID obligations under the Government Performance and Results Act (GPRA) including Open Data requirement
Oversee aspects of the implementation of the project’s Knowledge Management and Learning plan including producing content in coordination with the communications team for quarterly adaptive management meetings and annual collaboration, learning, and adaptation (CLA) meetings
Work in coordination with the Chief of Party to provide updates on the project learning questions as outlined in the PMEP
Monitor the results of the program’s activities and contribute to periodic evaluations/assessments; contribute to dissemination of results to internal and external audiences
Contribute to research design and methodology for project-related research (separate from baseline survey)

Qualifications & Background:
Education:
Master’s level degree required, in social sciences, such as statistics, public policy, economics or a related field, and/or specialized training/certification in monitoring & evaluation.
Alternatively, a Bachelor’s level degree with ten years of relevant work experience beyond the degree.
Work Experience:
At least five years of progressively responsible experience in the monitoring & evaluation of donor-funded international development projects. Part of this experience should have been obtained working on the development and implementation of agriculture or NRM-related programs.
Knowledge of USAID or other US Government reporting requirements, including experience designing and implementing Monitoring and Evaluation Plans, rigorous impact evaluation design, and working with external consultants for third party evaluations.
Understanding of impact evaluation methodology and research methodology strongly preferred
Understanding of national level MIS approaches and existing government databases/data collection.
Skills:
Excellent written and oral communication skill in English is required.
Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft PowerPoint) as well as other database and statistical applications (SPSS, SAS or STATA).
Fluency in English and strong written English is required
