1. Program Director – Kisumu


Reporting To:
Country Director

Project: Technical Assistance for Public Health Impact in Kenya (TAPHIK)

Location: Kisumu

Overall Job Summary: The Program Director is the overall lead and key contact for all programmatic and technical issues of the grant and is responsible for ensuring program outcomes.

In collaboration with the Principal Investigator, the Program Director develops, executes and continually updates the strategic plan for the program by providing daily guidance to the component leads and ensures technical components work effectively with their KEMRI counterparts by coordinating with UMB Advisors/Leads and KEMRI Co Investigators across all component areas.

Duties & Responsibilities:
  • Provide overall programmatic oversight in the implementation of TAPHIK by offering guidance and working closely with component leads to ensure program supports activities as required
  • Support Kenya Medical Research Institute (KEMRI) Co-Investigators and ensure proper linkages and synergies of activities
  • Coordinate epidemiological studies
  • Support research design and data analysis
  • Contribute to manuscript development and peer reviewed publications
  • Develop policy briefs based on project supported studies
  • Ensure collaboration across components within and outside KEMRI
  • Provide technical oversight and supervision for the development of the program work plans and implementation of the program strategy
  • Liaise with sub grantees to plan, implement and monitor supported activities in adherence to project objectives and goals
  • Lead UMB technical teams in monitoring the project performance towards its goals through use of data for monitoring and evaluation and programmatic decision-making
  • Work closely and in collaboration with KEMRI and other partners to maximize partnership strengths and effectively collaborate to implement program goals
  • Represent UMB at important Technical and Policy related meetings at KEMRI, County and National level, Donor and other stakeholder fora
  • Support technical teams in monitoring the project performance towards its goals through use of data for monitoring and evaluation and programmatic decision-making as well as prepare program reports as required for reporting to UMB and CDC
  • Liaise with sub grantees to plan, implement and monitor supported activities in adherence to project objectives and goals

    Qualifications:
  • PHD in Epidemiology preferred
  • 8+ years’ experience in research and 5 years’ experience at managerial level.
  • Research design and coordination experience of at least 5 years
  • History of peer reviewed publications
  • Progressive experience of program management (at least 5 years) in the INGO sector in Africa with a proven track record as a senior manager and leader, including experience in developing and implementing strategic plans.
  • A strong understanding of managing similar program operations in the developing world, preferably within the HIV/AIDS sector with hands-on experience in implementing similar Programs
  • Proven experience in proposal development from concept note to full proposal and experience in other innovative strategies of resource mobilization with a proven record in raising substantial research/development funds.
  • Knowledge and Experience managing compliance to diverse donors: in particular USG Funded programs
  • Demonstrable network of contacts and high standing in his/her profession with proven record of building and managing effective partnerships arid strategic alliances.
  • Proven experience in research and advocacy
  • Strong People and financial Management skill

    Adherence Counselor

    Primary Function:

    The main responsibility will be to provide education about HIV-related issues and adherence counseling services at health facility level within a HIV Comprehensive Care Centre (CCC).

    Primary Responsibilities:
  • Provide psychosocial and continuous support as well as treatment preparation to clients in the CCC
  • Identify and address challenges/barriers to adherence
  • Organize and facilitate support group sessions for infected and affected clients including groups with special needs e.g. discordant couples, youth/adolescent and children
  • Address aspects of behavior change in relation to HIV and ART
  • Support clients disclose their HIV status
  • Facilitate the delivery of PWP information to clients enrolled in CCC
  • Participate in home visits as appropriate to execute plan of care for clients
  • Ensure client records are well maintained and compile periodic reports as necessary
  • Ensure proper referral of patients where necessary including following up and reporting on the outcomes as necessary
  • Coordinates patient tracking activities supported by the community health volunteers including documentation and reporting of defaulter tracing activities

    Reporting
  • Reports to the facility in charge and PACT Longitudinal Care Improvement Specialist.
  • Works in collaboration and guidance of the Clinical Technical team.
  • Compile and submits monthly reports on Psychosocial Support and Patient tracking activities.

    Academic Qualifications:
  • Diploma in Counseling Psychology
  • NASCOP Certified HTC (HIV Testing and Counseling) Counselor

    Experience & Skills:
  • 1 – 2 years’ experience, 1 year of which should be as an Adherence Counselor in HIV service delivery.
  • Excellent interpersonal and communication skills
  • Computer literacy

    3. Site Pharmaceutical Technologist

    Technical Support

  • Ensure good store keeping for pharmacy drugs, prepare and manage pharmacy inventory.
  • Be part of the clinical eligibility committee to set and periodically evaluate annual department goals
  • Develop, review and regularly update the standard operating procedures manual for administration and distribution of ARVs
  • Member of the health facility drugs and therapeutics committee (TDC). Secretary of the Medicine and Therapeutic Committee (MTC) and keeper of the MTC minutes)
  • Together with other TDC members, review and regularly update the health facility on medicines.
  • Promote pharmacovigilance activities at the facility, analyse reports as well as forward the reports to PPB/UMB
  • Ensure ADT tool is in use and well maintained ( in-charge of the pharmacy computer)
  • Give the ART clinical team updates on the availability of drugs
  • Dispense ARVs and OI drugs to patients in the ART program
  • Perform any reasonable work related duties as may be assigned from time to time.
  • Member of the pharmacy and CCC team (active members of CQI team)

    Training and mentorship
  • Orientate new pharmacy staff members
  • Following appropriate education participate in counseling of patients taking ARVs in order to promote adherence with prescribed regimen

    Reports
  • Reports to the facility in charge and UMB Pharmaceutical Specialist.
  • Works in collaboration and guidance of the UMB Pharmacy team.
  • Prepare site monthly pharmacy reports.

    4. Site Nurse

    Primary Function:

    Provide nursing services particularly in Maternal and Child Health and HIV care.

    Key Activities
  • Perform patient assessments and determination of presenting health care problems of clients.
  • Work hand in hand with the clinical officers to implement patients Plan of Care.
  • Review TB status for all patients
  • Ensure that laboratory results are filed and communicated to the patients at all times
  • Initiate and monitors patient’s adherence plan and ongoing health education.
  • Consult with clinic team if patient not meeting the goals of treatment.
  • Evaluate the treatment plan of patients on every clinic visit.
  • Assesse the work environment for safety concerns and seeks out appropriate solutions.
  • Ensure that patient records are well maintained in consultation with the clinician.

    Reporting
  • Reports to the facility in charge and PACT ENEDELEZA MNCH Improvement Specialist
  • Works in collaboration and guidance of the clinical improvement team.
