Consultancy to support the development process of the Uganda National Inclusive Education Policy

Purpose of the Assignment

Provide technical support to the Ministry of Education in the process of developing the Uganda National

Assignment Tasks

The assignment will include the following areas:

  • Through consultation with the Ministry officials and other stakeholders from civil society and a quick review of development literature related to marginalization in Uganda, identify the groups of children that should be addressed by the Uganda National Inclusive Education Policy.
  • Through literature review and consultation with stakeholders (including children/adolescents) identify barriers faced by marginalized children.
  • Present the outcome of the two activities above to government officials, civil society representatives and marginalized children to validate the findings.
  • Through national and international literature review and consultation with professionals working for the marginalized children, identify best practices in Inclusive Education policies and practices at home and abroad.
  • Support a selected team of technical policy writers in writing the Policy and take the lead in the presentation of drafts during different stakeholder consultation workshops/meetings (Including regional consultations) and to document the critical issues arising from the consultative meetings.
  • Edit and design the drafts of the policy document that will be presented during the regional consultations and to top Management of MoES.
  • Incorporate final input from MoES –Top Management, edit and submit the final draft policy document to MoES/UNICEF.
    Develop the implementation costed work plan for the Uganda National Inclusive Education Policy.

    document to MoES/UNICEF.

    Qualifications of Successful Candidate

  • At least a Master's degree in the related field and more than 10 years of related work experience.
  • Demonstrated practical experience and advanced skills in policy development.
  • Experience in working with disadvantaged children.
  • Understanding of international experience in inclusive education systems.
  • In-depth knowledge of Uganda's inclusive education policy provisions, its context and the SDGs.
  • Experience in working with multiple government ministries and stakeholders.
  • Excellent facilitation, research, drafting, presentation, and communication skills.
  • In addition, the selected individual should be willing to undertake field visits and interact with different stakeholders including the marginalized children both at national and regional levels.

    Areas to be Considered

    The assignment will require close collaboration with Ministry of Education & Sports, Ministry of Gender, Labour and Social Development (MoGLSD), Ministry of Local Government (MoLG), Civil Society Organizations, Private Sector, Office of the President-Cabinet Secretariat - Department of Policy Development and Capacity Building, and UNICEF. Methodology for this assignment will encompass: desk review, interviews, focus group discussions, stakeholder consultations, review of the existing materials and situation, observations, presentations, editing and design.

    Conditions (Important)

    The individual will be employed by UNICEF but is required to work in close collaboration with the Ministry of Education and Sports Special Needs Education Department, MoGLSD, MoLG, Office of the President-Cabinet Secretariat- Department of Policy Development and Capacity Building, Technical Task Force developing the Uganda National Inclusive Education Policy and other stakeholders.
