Roles and Responsibilities
Programme Cycle Management
• Ensure successful delivery and realisation of outcomes and results of the overall portfolio of projects in the country programmes in line with TMEA’s Theory of Change and PCM guidelines, including monitoring and evaluation (M&E), financial management and risk management. As the budget and risk holder, the CD is also responsible for ensuring expenditure of portfolios is in line with forecasted budgets and that risks are being effectively managed.
• Act as the Secretary to the Country National Oversight Committees (NOCs) composed of TMEA’s key partners which oversees the implementation of the country programmes. In this capacity, the CD will
prepare annual business plans and quarterly progress reports and updates for the NOCs and ensure the smooth operation of these committees.
• Work at a strategic portfolio level with the Strategic Objective Leaders (SOLs) and Senior Director Country Programmes (SD-CP) to ensure coherence of the country portfolios and its alignment to national development plans and TMEA’s Theory of Change.
• With TMEA’s matrix management structure, the PD manages the matrix team of the Project Leaders
(PLs), the Programme Managers in Burundi, DRC and South Sudan who report to CD and Technical Coordinators (TCs), and convenes regular meetings to ensure effective PCM is taking place in all the projects of the portfolios, particularly in terms of delivery of outputs/outcomes and expenditure against work plans and effective management of risk.
Stakeholder Management
• Lead on high-level political and diplomatic matters representing TMEA at high level events and act as the primary TMEA interlocutor at all high-level stakeholders in priority projects. Ensure that all TMEA projects have steering committees chaired at a senior level by implementing partners.
• Manage political risks related to project implementation.
• Responsible for liaison with the local donor communities to ensure smooth relationships with the investors and to support additional fund raising from new and existing donors. Together with country colleagues and TMEA’s Senior Management Team, develop proposals for new country projects.
• Work with the Senior Director Country Programmes to prepare Board updates on the 3 Countries
Academic and Professional Qualifications
• An undergraduate degree preferably in Economics, Development Studies, International Trade, Planning, Finance or Management.
• A post-graduate degree in a related field will be an added advantage.
Work Experience
• A minimum of 10 years economic development experience (5 of which should have been gained in Africa countries preferably in Burundi, DRC, Kenya, Rwanda, South Sudan, Kenya, Tanzania and Uganda) in managing economic development co-operation programmes and projects preferably related to trade and regional integration, trade facilitation, private sector development and investment climate reform, transport sector development, and/or institutional reform for Department for International Development
(DFID), the European Commission (EC), the World Bank group and/or other development partners. • Strong programme cycle management skills, proven ability in preparing terms of
