Position Description

  • The ERT head of mission ensures the official representation of Solidarités International in a country or in the zone where he is sent, according to the division decided by Solidarités International.
  • He is, in the field, responsible for exploratory missions and openings in new contexts and ensures the implementation of security rules, operational strategy, procedures and is the representative of SI in the country.
  • In the event of deployment on an existing mission, the emergency mission leader is responsible for the proper functioning of the mission or base he supervises.
  • It may cover the responsibilities of Head of Mission positions in the capital but may be required to hold Field Coordinator positions on a base.
  • It proposes, based on the geopolitical and humanitarian context, the mission / base strategy and ensures its implementation once validated.
  • It controls and ensures that projects are carried out in accordance with the Solidarités International Charter and in compliance with internal and contractual procedures.
  • It mobilizes the material and financial resources necessary for the good conduct of the programs and supervises their management.
  • He coordinates the teams in place and is the guarantor of their security on the mission / base.
  • As Head of Mission, he is the direct and privileged interlocutor of the headquarters of Solidarités International.

    List of the main functions:
  • At the size of a country (or sometimes a region), the Head of Emergency Mission (ERT) must be able to:
  • Initiate, develop, coordinate and guide the intervention strategy in a given context (which implies particularly monitoring and analysis of the humanitarian, political, cultural, social and economic context)
  • Initiate, Follow and guide projects while ensuring their relevance and quality.
  • Manage the resources of the mission by defining and mobilizing the necessary financial, logistical and technical resources and ensuring their proper use;
  • Put in place on the basis of a detailed analysis of the security situation, the security rules and procedures of an exploratory mission, an opening or an existing mission.
  • Ensure the donor relationship for ongoing projects and potential other projects and co-financing research; This dimension is essential during the opening / exploration phases.
  • Formally represent SI in the country (or zone) with aid workers, administrative, political and local authorities, civil society and the media

    Training:
  • A higher education is desired, general or technical, but for such a position, the field experience is decisive.

    Experience:
  • At least 5 years experience in humanitarian work, with at least a first proven experience as Head of Mission or similar position requiring human resource management and team work for at least 2 years;
  • Mastery of emergency contexts essential.
  • Mastery of the humanitarian coordination structure
  • Experience required in management / program monitoring;
  • Contract management experience and knowledge of the following donors: ECHO, DfID, CHF, CDC, OFDA;
  • At least one year of experience in security management in a context of conflict or at least a context with significant security issues;

    Skills and technical knowledge:
  • Good knowledge of donor rules and procedures;
  • Good mastery of the project management cycle, from design to monitoring;
  • Good writing skills (French and English required);
  • Good theoretical knowledge in security
  • Ability to anticipate, analyze and make decisions;
  • Strong adaptability
  • Knowledge of specific themes and tools Solidarités International appreciated;
  • Mastery of humanitarian principles;

    Languages:
  • French and English required;

    If You Will Offer the Following Terms
  • Position based at headquarters in Clichy (Metro Mairie de Clichy) 30% / excluding deployment.
  • Permanent contract, executive status.
  • Gross monthly salary from 3000 € gross / month euros per month, excluding valuation of the experience (100 € / year of equivalent experience in and 50 € per year of intermediate experience), Per Diem in deployment according to the country of assignment.
  • Recovery day for the weekend spent on the field.
