Scholarship Qualification

Am a Uganda who has been studying all my life in English.
When I apply to these Universities they ask for my English qualification that's TOEFL. Sincerely do I need that ? Otherwise what can I do?

In order to be granted the scholarship, you need to satisfy all the needed requirements including TOEFL and since it is what they are asking from you, get it and you will be good to go.
