Scholarship or Study Grant

I have been accepted at the University of New Hampshire in the USA to study Master's program in International Criminal Law and Justice.The program starts in 2012. The university is offering me an international grant of $20000 towards my tuition for this program.The total costs for the tuition in 2012 is $35900. How can I get the other remaining amount because it is hard for me to raise it?
