    Organizational Context and Scope

    Context and Scope of the Position

    Under the overall supervision of the Migration Management Unit (MMU) Programme Coordinator and direct supervision of the Senior Migration Management Programme Assistant, the Livelihoods Assistant will be responsible for supporting the MMU on technical and logistical activities related to supporting livelihoods of returnees and potential migrants in Ethiopia. Specific duties include:

    Core Functions / Responsibilities:

  • Conduct a rapid assessment in identified vulnerable areas of origin for irregular.
  • Support the planning and implementation of livelihood, strengthening and protection activities for individuals and communities in line with identified needs.
  • Facilitate the provision of vocational skills training, business development support, and income generating activities for self-employment and provide information on available training program and about the steps which beneficiaries should take; and know what to do before leaving their countries;
  • Provide technical advice at sites, such as employment agencies, training centers, government offices, and youth associations on issues related to financial management, business development and business enterprise and other alternatives in the origin and destinations countries;
  • Maintain linkages with various stakeholder including but not limited to government, private sector, Self Help Group, community groups etc. to promote livelihood activities in target communities.
  • Coordinate with appropriate government bodies, UN agencies, international organizations, associations and IOM missions to initiate alternatives to irregular migration and in combating trafficking in person in Ethiopia.
  • Build the capacity of beneficiaries and community actors to increase proceeds from income generating activities.
  • Support communication and coordination with appropriate IOM teams, UN Agencies, governmental and non-governmental actors on IOM migrant empowerment and protection projects.
  • Assist in monitoring and evaluating the IOM migration management projects.
  • Perform such other duties as may be assigned by the supervisor.

    Job Requirements
    Required Qualifications and Experience

    Educational Qualification
  • University degree in Cooperatives/Agriculture or Social/Natural Sciences or related field, or a combination of training and relevant working experience is a minimum requirement.

    Work Experience
  • A minimum of five years of work experience or three years for candidates holding University degree.
  • Experience in implementing community based-livelihood schemes.
  • Practical experience and detailed knowledge of how cooperative and SME structures work in Ethiopia and design and development of reintegration packages.
  • Strong knowledge of the Microsoft Office package and statistics software including SPSS is a requirement. Understanding of humanitarian principles and values, ability to adapt technical knowledge and expertise to specific project or activities, ability to work with colleagues from different cultural and professional backgrounds and flexibility to perform and deliver in difficult and rapidly changing situations is essential.
