Postgraduate Qualifications

I do not have TOEFL results but I want apply for postgraduate scholarships, how do I sit for the TOEFL or IELTS because they are the only hindrances to my applications.

You can find a local institution offering the courses or rather search for a scholarship that does not necessarily require you have those qualifications which is possible!
