Post Conflict Development Scholarships

I am asking the above question basing on the fact that I have taken over three years trying to apply for a scholarship but have not succeeded. I have a Masters Degree in Development Studies and would like to get a PHD in Post Conflict Development. What would be the best way of achieving my ambitions? I have an upper second class Bachelors Degree in Social Sciences and a Masters in Development Studies with a Distinction. Hoping to hear from you,
