HIV: Among its portfolio, PSI/Ethiopia manages the USAID MULU: Key Populations Activity, which provides a standardized and comprehensive package of HIV services through innovative, evidence-based and results-driven approaches.

The MULU KP community platform operates in Addis Ababa City Administration and Amhara Region, with a network of drop-in centers (DICs) providing comprehensive HIV services that include provision of information, conducting HIV testing in outreach, DIC and private facility settings, linking positive cases to antiretroviral therapy and following clinical outcome of positive cases on treatment.

The Activity focuses on key and priority populations.

WASH: is a USAID-funded project implemented by PSI/E, as a prime, in partnership with SNV, Plan International, and IRC, as subs. The program also works with Save the Children International in their Growth through Nutrition (GtN) Program as a sub with similar objective of improving WASH outcomes in Ethiopia by increasing access to and sustained use of a broader range of affordable WASH products and services, with a substantial focus on sanitation.

The program works with a network of actors in the community to create demand and use of improved sanitation products. PSI helps the market avail for households include Sato-pans, Sil Africa and Aim plastic.

At the end of the program period, we aim to avail 18 different products to improve communities’ access and use of san-products.

These products help improve the sanitation status of households by preventing smell and flies and there by communicable diseases including diarrhea in children below the age of five.

In terms of geographic coverage, WASH operates in selected woredas of SNNP, Amhara, Tigray, Afar, Oromia, Somali, Benishangul Gumuz and Gambella Regions.

NCD: Is funded by Astrazeneca Pharmaceuticals and its main objectives include: increasing hypertension related knowledge and action, increasing early screening, diagnosis and referral and to improving hypertension treatment and management focusing on people above 30 years.

The program covers the following geographic areas: Addis Ababa, Mekelle, Gondar, Bahir Dar, Dessie, Bishoftu, Adama, Jimma, Shashemene, Hawassa, Hosana, Dire Dawa and Harrar.

Family planning program: Adolescents 360 (A360), is implemented by Population Services International (PSI) Ethiopia, with financial support from the Bill & Melinda Gates and Children Investment Fund Foundations (CIFF) with the objective of reaching adolescent married girls aged 15-19 years with contraceptive information and services.

The major intervention of the project is to create demand for and uptake of family planning services through the Smart Start model; a health education and counseling model tailored to the needs of married adolescents. The project areas include Amhara, Oromia, SNNP and Tigray Regions.

We are looking for a technical and detail oriented individual consultant that understand the current overlap in programming by PSI/E, develop and implement a systematic review to find studies that are relevant to PSI/e’s need to integrate programming from both published and unpublished studies from relevant databases across different countries, project and communities, and make practical recommendations for integrating PSI/E programs.

Objective of the Review

General Objective

The four programs implemented by PSI Ethiopia share many things in common; target population, geographical area, the same field implementation mechanisms and some of them have same donor.

In spite of these similarities, the programs are being implemented independent of each other and there are multiple siloed approaches of getting to the same beneficiary with the different program interventions. This results in wastage of resources and in inability to address the needs of our beneficiaries holistically.

This systematic review is intended to review global best practices of integration among our program areas (HIV, FP, WASH and NCD) to identify opportunities for integration that fits the local context.

A systematic review is expected to be a comprehensive, rigorous and program integration relevant. It should involve pairwise integration experiences between any of the two programs.

Furthermore, review of integration experiences involving the three or more of the programs is required. The review should include the following aspects:

  • A structured comprehensive literature search, which should follow a clear procedure
    A tabular matrix that can clearly describe the areas of integration between and among programs and,
    Dvelop strategic recommendations and next steps to be taken by PSI Ethiopia
    Specific Objectives

  • Understand PSI/E programmatic silos, target populations, and geographies
  • Design and conducting literature searches to inform integration planning
  • Conduct in-depth interviews to the department leads and review project/program documents on the current activities
  • Provide accurate and updated information regarding the integration of similar programs at global level, including a clear matrix that describes the global experiences on integration between and among the four programs
  • Provide an appropriate methodological recommendation on how to integrate the programs within PSI Ethiopia based on the findings of the review

    Specific Deliverables are listed below:

  • A clear proposal of the review process, with an opportunity for feedback from PSI before conducting the review
  • Full documents of materials reviewed
  • Draft reports of the systematic review, with an opportunity for feedback from PSI
  • Final report of the systematic review
  • Final power point presentation of the review outcome
  • Recommend strategies about integration of the programs based on the evidence

    What are we looking for? The basics

  • PhD in Health-related fields; with five (5) years proven experience on systematic review on health-related issues and making programmatic recommendations.
  • Strong knowledge of Ethiopia’s Health Sector Structure in general and Ethiopia’s Urban Sanitation market.

  • Fluency in English, with excellent writing and communication skills, is required;
  • Excellent interpersonal skills and good team spirit;
