Permission for Scholarship Grant

Why always more conservative on language? Because some of African countries learned by English language starting from grade 7(Seven) so I am one of them, Ethiopia. I have learnt by English from grade 7 to university and still am working by English why not this considered so that you grant me scholarship Advance Africa?
