Oxfam NGO Director – Programmes Job Vacancies in Kenya


Job Purpose

The Oxfam in Kenya Director - Programmes is the line manager of the programmatic/thematic
strategists, providing day-to-day leadership and strategic support to the programmes team. The Director – Programmes will lead programme design, development and implementation and take
responsibility for ensuring the programme meets minimum standards for programming.

Responsibilities

  • Programme conceptualisation, design and management 40%
  • Under the leadership of the CD, leads programme strategy development, providing overall strategic and technical leadership in the design, development, planning budgeting, and implementation of the OCS.
  • Deputises for the Country Director as required.
  • Participates in the annual budget process, leading on the program budget process and
    providing ongoing oversight of program budgets.
  • Ensures the delivery of a country program with demonstrable impact and is accountable for
    overall program delivery, quality and learning.
  • Oversees the development of program and project improvement plans, to ensure effective and timely implementation of the projects and program.
  • Ensures that Women’s rights are protected and promoted in all of Oxfam’s work in Kenya
    Programme growth and fundraising 40%
  • Works closely with the Country Director and Strategists to identify opportunities for fundraising to ensure the financial sustainability of country programme of Oxfam in Kenya (OiK).
  • Leads the design and implementation of resource mobilisation strategies intended to
    strengthen income and partnerships to deliver the country strategy.
  • Monitors the funding pipeline and leads on income planning and forecasting at a country level.
  • Working closely with the Funding Programme Relationship Manager, actively builds
    relationships with the donor community to promote the work of the OiK programme, sharing
    learning emerging from implementation, exploring opportunities for collaboration and or funding.

    Qualifications

  • Professional/Technical qualifications – Undergraduate/Post Graduate in a development related field e.g. International Development, Development Studies, etc. and or at least 5 years experience in a similar senior programme management role.
  • Good managerial skills to co-ordinate the Kenya program team to deliver on the OCS
    objectives.
  • Ability
    to coach team members on the building of strong, credible relationships with
    international and local NGOs, government associations, business leaders and communities.
  • Excellent personal communication skills, in written and verbal English, with high impact
    influencing and persuasive skills.
  • Ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through.
  • Strong analytical and conceptual thinking skills; able to understand complex issues and
    translate them into simple, workable actions and plans.
  • Ability to think strategically, work creatively, effectively and in an innovative manner.
  • Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and those of marginalised people in all aspects of Oxfam’s work in Kenya.
  • Comprehensive knowledge and experience of development programs, humanitarian response
    and advocacy and campaigning
  • Knowledge of capacity building, learning and development activities and how to create a
    learning and sharing environment with a strong knowledge management basis
  • Politically astute, with a good understanding of key external organisations, how they operate and make decisions, and the country development context
  • Commitment to and knowledge of creating a partner-led operational environment, with an
    ability to create an internal Oxfam approach that is focussed on developing and supporting
    partner organisations to achieve direct impact and results relating to Oxfam’s objectives
  • Strong knowledge of, and experience in working with donors, fundraising and donor
    compliance.
