Most of the scholarships are granted to students who have second class upper but I have second class lower. What can I do to be granted a scholarship in masters program?

My name is Meseret Workagegnehu I am an Ethiopian , 30 years aged I live in Negele Borena which is 595km from the capital Addis Ababa. My education back ground is, I graduated in diploma in July 2000 from Addis Ababa Technical School and degree in civil engineering from pennfoster international college in January 2012 and certificate of Auto cad and arch cad. I have ten years work experience in construction works.
In this field I work long time with my diploma and I continue my education long time latter and I finished in January 2012. Now I want to continue my MSC degree in civil engineering I want to upgrade the knowledge I have, to do this I want scholarship program unless I can’t continue because I don’t have the capacity to cover the education fee needed to continue my education.
Scholarship requested field
I request scholarship in the field of MSC in civil engineering , why I prefer this first I graduated in building technology then civil engineering I like the field too much more and I want to be high qualified expert or engineer . Civil engineering participates in different construction projects, example Building, High way, Dam and different construction design, cost estimation, surveying etc .This why I like the field and want to continue my education.
Aim
My aim is my country Ethiopia is among the poorest country in our world, however, by now it is under development and construction .the government also planned a millennium goal project to bring the country among the developed country. In these projects mainly there are different construction projects I want to be one of the participant of high qualified person. I want to help my country.
My Reason why I prefer abroad education.
The reason why I prefer England or other European university is in our country there is no any enough quality civil engineers because the education given in my Country University or college is not quality compare to England or other European university because the quality of education is not the same with my country there is no quality equipments and modern technology instruments but you have modern education supporting materials and modern technology instruments and the other thing is there is no a scholarship chance in my country but you have or I don’t have the fee to continue my education so that I want scholarship program. So,let me stop here and wait for your positive respond.
