Job Description

Job Title: HR Assistant

Reporting to: HR Officer

Job Based at: Shire and travel all refugee camps

Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the HR Assistant is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.

Background:

The Norwegian Refugee Council (NRC) is present in five regions in Ethiopia, providing refugees and internally displaced people with emergency relief and help them to rebuild their lives.

NRC works within the sectors of Education, Shelter, WASH, Livelihood and Food Security, ICLA (Information, Counselling and Legal Assistance), and Child Protection.

Roles & Responsibilities:

  • The purpose of the assistant position is to assist in the day to day implementation of the support functions responsibilities. Use actions words such as conduct or assist for the position relevant responsibilities.

    Generic Responsibilities:

  • Ensure compliance with NRC policies and the local labor law in all procedures and processes;

  • Implementation of support function portfolio according to plan of action

  • Promote and share ideas for improvement of the support function

  • Properly handle complaints and grievance procedures

  • Advice and support line managers and staff in HR processes;

  • Ensure timely Processing of the monthly payroll.

  • Prepare and develop status reports as required by management;

  • Ensure proper filing of documents;

    Specific Responsibilities:

  • Facilitate recruitment of new staff, do reference checks of selected candidates in collaboration with the concerned sector;

  • Provide and facilitate induction for new staffs joining NRC;

  • Ensure each staff has employment contract, JD and other relevant documents in their personnel file;

  • Follow up and report on the status of performance management and documentation to line manager;

  • Provide support on facilatating contract agreement for incentive workers, casual workers and temporay staffs;

  • Update and generate monthly records and reports such as staff list, leave and other HR statistics;

  • Maintain and keep track of leave records and balances;

  • Update proof of life and next of kin summaries;

  • Update tracking sheet for personal files and communicate the same with country HR team to fill the
    gaps and make sure that all files are updated and have the necessary documents;

  • Ensure confidentiality of all information related to responsibility;

  • Follow up the pension forms to be filled; have one copy for personal files; submit the forms to Pension Office; collect pension ID cards from this office; and give the ID card after getting signed by the respective staff;

  • Assist in incentive and Casual Worker Payroll preparation by providing relevant data (new staff recruited, Salary adjustment, promotion as well as absences, etc.)

  • Assist in monthly National staff payroll information preparation by providing relevant data (new staff recruited, Salary adjustment, promotion as well as absences, etc.)

  • Coordinate HR projects (Meetings, trainings) and take minute

  • In consultation with the AM, provide technical input and be the focal point in addressing employee relation issues including staff grievances, disciplinary measure, etc.

  • Ensure effective and efficient utilization of resources;

  • Perform any assignment given by immediate supervisor.

    Job Requirements

    Qualifications and Competences:

    Generic professional competencies:

  • BA in Human Resources/Management

  • Minimum two years’ work experience in HR position

  • Documented results related to the position’s responsibilities

  • Knowledge about own leadership skills/profile

  • Some Knowledge of English and local language both written & oral

    Context/ Specific skills, knowledge and experience:

  • Experience of working as HR Assistant in a humanitarian/recovery context

  • Computer skill required (common Microsoft Windows and Office applications)

  • Knowledge of context in refugee program

  • Basic knowledge of Ethiopian labour law

  • Previous experience from working in complex and volatile contexts

  • Ability to work under pressure and meet deadlines
