Since 1991, NORCAP has deployed experts to more than 9000 missions to crisis all around the world.

We are seeking an expert in energy to complete an end user needs assessment to assess the present need for energy expertise in humanitarian situations in Africa and identify countries where crisis-affected people are most in need of immediate energy solutions. This expert will be expected to develop a proposal which interventions can be supported by, and benefit from assistance from NORCAP experts.

The position is based in Nairobi, however field visits are required. The assignment takes place in three parts:

Desk Review to determine the existing energy situation and gaps, including an overview of ongoing projects and initiatives in each country.

Field visits in order to gain practical knowledge and on-the-ground perspective of energy needs.

Detailed reporting, and preparation of terms of reference reflecting the qualifications required and exact needs to be addressed by the experts deployed. As part of this the incumbent will be expected to finalise a hosting arrangement on the ground and develop the necessary letter of agreement with hosting institution if necessary.

The Needs assessment expert will work closely with the Project manager for climate and energy and other NORCAP advisers, as well as with the Global Alliance for Clean Cookstoves

Qualifications

  • Advanced university qualification, preferably in a relevant field
  • At least 5 years of experience with energy and environment in humanitarian/developmental settings
  • Humanitarian experience in Africa is a requirement. Candidates with highly relevant experience from other regions can be considered
  • Experience working with humanitarian agencies such as UNHCR, NRC, IOM and similar is an advantage
  • Past experience conducting energy needs assessments or similar assessments would be a strong asset
  • Demonstrated understanding of issues related to confidentiality, data safety and other ethical concerns related to the sharing of sensitive data between humanitarian agencies.
  • Excellent English verbal and writing skills, including proven abilities to research, write, and edit high quality information
    materials
  • Fluency in French or Arabic or other relevant languages is an asset

    NORCAP missions:

  • Typically six (6) months duration, but may be extended according
  • R&R and leave according to terms and conditions of the hosting agency

    No family duty stations

    Practical Information:

  • Protection is at the heart of the work NORCAP does; candidates selected for interview can expect for this aspect of their profile to be explored in some detail.

  • Selected candidates are expected to be available for mission within the first three (3) months of having been accepted to the roster.

  • Shortlisted candidates may need to pass an English language test as part of the selection process.
