Management Sciences for Health (MSH) is seeking a Chief of Party for a potential five-year USAID/Uganda Defeat TB project.

The goal of the project is to implement TB control efforts aimed at improving TB case notification and treatment outcomes while addressing the underlying health system barriers that are critical to improving service delivery to contribute to ending the TB epidemic in Uganda.

This position is subject to project award and funding.

Overall Responsibilities:

  • The Chief of Party (COP) will lead and manage the entire USAID /Uganda Defect TB project and will be accountable for project deliverables and results, with full accountability and authority for the development, execution, and monitoring of the project, including (1) vision and technical strategy; (2) project management; (3) documentation and communication; (4) client(s) and stakeholder(s) relationships; and (5) coordination and synergy with other MSH projects and collaboration with the MSH Country Representative and the Country Operations Management Unit (COMU).
  • The COP shall have the requisite qualifications and experience sufficient to ensure a balance of technical, managerial and inter personal skills.
  • The Chief of Party will have the primary responsibility for liaising with USAID and other stakeholders in Uganda.
  • S/he will oversee program implementation, providing the technical vision and approach and managing the project team and consortium members.
  • S/he will ensure the project complies with award terms and conditions, USAID policies and regulations, and systems are in place to mitigate risk of fraud, waste and abuse.

    Specific Responsibilities

  • Provide overall technical and managerial leadership including capacity building to project and NTP staff, focusing on quality DOTS enhancement and expansion, Urban DOTS program in Kampala, improving TB and TB/HIV case detection, TB/HIV collaboration, care and support, MDR/XDR TB programs implementation, PPM strategies and strategic Information.
  • Oversee the development and implementation of program work plans and strategies aligned with NTP and government of Uganda priorities
  • Collaborate with counter parts, partner organizations and other USAID projects in work planning and project implementation.
  • Ensure that the program achieves the requisite cost share

    Qualifications and Experience

  • A Master’s Degree or higher in public health, social sciences or related field or medicine
  • A Bachelor’s Degree and five (5) years of experience (in addition to the 10 years requirement noted below), in public health, social sciences or a related field;
  • Ten (10) years of progressively increasing responsibility in managing successful international development assistance and health programs of similar scope or size
  • Demonstrated leadership skills in working collaboratively with other donors, host country institutions and international organizations
  • Excellent negotiation skills with demonstrated capacity for negotiating with senior government officials or executives
  • Excellent past performance references.
    Relevant supervisory experience of professional (technical) staff
  • Demonstrate capacity in managing for result

    Management Sciences for Health (MSH) is seeking a Director of Finance and Administration (DFA) for a potential five-year USAID/Uganda Defeat TB project.

    Overall Responsibilities:

  • The Director of Finance and Administration (DFA) reports to the Chief of Party and works closely with the Country Operations Management Unit (COMU) to provide high-level financial management and operations leadership, contract and
    grant management support.
  • S/he ensures that financial and operational functions support the timely and effective implementation of the project’s technical scope of work.
  • S/he provides counsel to help project leadership ensure that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures.
  • The DFA will liaise with the COMU Director, local partners, USAID and MSH’s headquarters regarding any aspects of program implementation, contractual, risk management, cost share, governance and all other matters related to finance and administration.
  • S/he will work together with the MSH Uganda COMU Director to ensure that all expenditures, payment, procurement, vehicle management etc are carried out in accordance with USAID and MSH standards and regulations.
  • The DFA provides authoritative leadership on all budget, expenditure monitoring, financial reporting and contract matters to ensure timely and effective implementation of the program's activities in Uganda.
  • The Director of Finance and Administration will oversee operations for all Defeat TB activity in Uganda.
  • This position will have the responsibility of overseeing the procurement, grants, construction, logistics, human resources, accounting and financial records are accurate based on project activities, and that they are allowable and correctly recorded.
  • This individual will be responsible for managing the contract budget and preparing financial reports for submission to USAID. S/he will ensure funds expended are compliant with USG regulations and policies.
  • S/he will implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award.

    Specific Responsibilities

  • Finance
  • Lead program annual budget development process that includes managing the annual work plan, life-of-project and activity budgets and ensuring compliance of program expenditures with approved budgets; ensure the consistency, inclusion and accuracy of costs and that they comply with agreed policy and practices, and work with staff in developing budgets for technical activities as necessary. Revise overall and sub-budgets as needed throughout the work plan year.
  • Maintain systems for program budget monitoring and tracking that include financial and contractual data.
  • Provide routine pipeline analyses to COP and USAID.
  • Also, provide any ad hoc reports requested by USAID or PEPFAR.
  • In addition, perform routine financial analysis on program expenditures, documenting and monitoring overall performance, analyzing trends, identifying gaps to ensure efficient and sound project management.
  • Responsible for coordination of contract management activities.
  • Work with program staff, home office and partners to draft, manage and monitor implementation of contracts.
  • Provide routine progress reports to program management team.
  • Serves as a local office lead with MSH headquarters for preparation of budgets and budget amendments to be submitted to USAID.
  • Submission to the USAID officer shall be reviewed by the MSH contracts officer or Senior
  • Contracts officer prior to submission.
  • Monitor adjustments to the annual budget whenever required.
  • Coordinate monthly requests of funds, based on budget and cash flow projections, to ensure the program has all the necessary funds for the operations.

    Qualifications and Experience

  • Master’s degree in business administration, Finance, Accounting or other relevant discipline or equivalent experience.
  • At least eight years’ experience in financial and operational management of complex international development assistance programs; however, ten (10) years of experience managing, in increasing roles of responsibility, finance, procurement, contracts management, construction, logistics and/or human resource related matters for international development activities of similar dollar value is preferred.
  • Significant experience with USG-funded projects preferably in Uganda with regional field experience strongly desirable, USAID experience highly desirable.
  • Thorough knowledge of USG financial reporting and compliance and experience in managing donor funded procurements and subcontracts/grants. .
    Proven leadership and capacity in negotiation and conflict management.
  • Excellent analytical, oral and written communication skills with fluency in English.
  • Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, Outlook, and PowerPoint.
  • Experience in maintaining excellent communication with Headquarters.
  • Ability to travel within Uganda up to 20%
