Reporting to the Project Director, the Technical Advisor will ensure the development and implementation of sound technical approaches that will lead to attainment of Jhpiego’s objectives in ensuring health system strengthening and quality service delivery.

The Technical Advisor is expected to work closely with research, monitoring, and evaluation team to ensure evidence and theory –driven approaches guide our program strategies and activities, with the Knowledge Management team to ensure documentation of our best practices and field stories and with finance and admin teams to ensure programs proper planning, budgeting for project activities, aligned spending, and procuring appropriately.


Responsibilities


  • Provide oversight and leadership to technical staff in planning, implementing, and monitoring projects implanted by the Jhpiego Uganda office.
  • Manage quality assurance and quality improvement systems to strengthen technical assistance and service delivery at all service delivery points, including the maintenance of adequate data collection and recordkeeping, quality improvement, integrated health programming and service delivery oversight. She will ensure quality is standardized and monitored in all programs Jhpiego supports.
  • Provide technical support (on a routine basis) in building the capacity of service providers to implement integrated HIV, FP, MNCH, MIP, Malaria, NCDs and RH services; and
  • Ensure that integrated HIV, FP, MNCH, Malaria, and RH services are delivered in accordance with the approved National Policy Regulations, Jhpiego standards and donor guidelines.
  • Oversee supportive supervision to facilities and sub-grantees, monitor for consistency in the packages of information, commodities and services provided to facilities, and ensure standardized quality of services.
  • Work with the ERCO and Publications departments to ensure that informational materials are designed and tested to the level of the target audience (lower literacy) and translated into the appropriate language.
  • Build and coordinate partnerships with the MOH, district health offices, USAID IPs, UKAID IPs, and other donors/ partners to strengthen linkages and networking between Jhpiego’s work, local government and other development/implementing partners.
  • Work with the Research, Monitoring and Evaluation Department to ensure that appropriate monitoring and evaluation systems are in place to track progress and that systematic data collection and recordkeeping is maintained to inform strategy and subsequent planning.
  • Provide over sight to the Knowledge Management team and GECO to ensure project briefs and project success stories for Uganda programs are regularly developed and shared on Jhpiego’s website and with donors.
  • Institute a framework and response system that encourages openness to feedback, innovation, and new practice, resulting in a culture of learning
    and intellectual rigor.
  • Work with project teams to properly document and share lessons learned to improve all programs.
  • Act as key resource person for special projects, including strategic plan development, procurement planning, external technical capacity reviews (sub-awards), and proposal development.
  • Responsible for convening regular programmatic review an djoint planning aimed at tracking performance of diverse project, to ensure they remain on track, identify opportunities for synergy and leveraging among projects, and identify off shoots and innovations arising out of on-going projects
  • Responsible for coordinating all key staff in representing Jhpiego in all important Technical working groups and national committees, and ensure Jhpiego assumes leadership in a number of them.
  • Undertake any other duties as may be assigned from time to time by the Country Director, including acting as interim Country Director as needed.


    Requirements


  • Master’s degree in Public Health, Health Systems Strengthening, or related field.
  • Demonstrated understanding of donor (USAID, UNFPA,UNICEF,UKAID, etc.) rules and regulations.
  • Over 8 years working experience in implementing health-care programs, with significant experience in clinic-based quality assurance procedures.
  • Extensive clinical experience in Family Planning, HIV and Maternal Health, and Malaria-related services.
  • Proven leadership skills, as well as skills in facilitation, team building and coordination
    Excellent verbal, written and presentation skills
  • Ability to provide technical leadership to develop innovative country program
  • Experience in leading and working with multi-cultural staff
  • Microsoft Office computer skills
  • Excellent interpersonal and communication skills.
  • Be of high integrity and have a sense of confidentiality
  • Be willing to take on extra responsibilities in order to achieve the goals/objectives set by the organization
  • Experience in supervising teams and overseeing sub-grantees, managing and developing community-based health-care providers, and ability to carry out training of trainer sessions.
  • Prior experience with international non-profit/non-governmental organizations preferred.
  • Experience building and maintaining relationships with a variety of donors, government officials and key stakeholders.
