1. Jhpiego Deputy Chief of Party / Senior Technical Advisor Jobs in Kenya
The Deputy Chief of Party/Senior Technical Advisor (DCOP/STA) will provide technical oversight for a regional HIV prevention care and treatment program in Kenya. S/he will be specifically responsible for project implementation that relates to facility and community level service delivery.
The DCOP/SDTA reports directly to the COP and will take a leadership role in ensuring technical implementation and ensure the activity meets stated goals and reporting requirements. S/he will assume the responsibilities of the COP in their absence.
S/he will coordinate among USAID and key stakeholders and other implementing partners and will interact with numerous GOK institutions and representatives, particularly at the county/facility level.
S/he will take a technical leadership role in coordination with GOK and other partners. S/he will be knowledgeable about current implementation science and state-of-the-art service delivery approaches, as well as MOH and GOK policy.
The DCOP/TD will be responsible for providing strategic guidance and assistance in HIV and TB comprehensive services for program staff and other stakeholders; representing the project in technical working groups.
The DCOP/TD is responsible for ensuring the technical integrity of the. S/he will also work closely with program and technical staff to ensure excellence in technical implementation at targeted sites and communities.
Support the Chief of Party in providing programmatic leadership for, and oversee the strategic planning of activities in support of the program goals and objectives, including the determination of program priorities and appropriate technical initiatives
Provide technical leadership and oversight for the implementation of Jhpiego’s comprehensive HIV program, particularly in relationship to strengthening clinical services and linkages between clinical and community services
Coordinate the work of all team members with their designated counterparts within donor agency, the Kenya MOH, as well as private sector partners and other key stakeholders in Kenya such as NGOs and PVOs, to ensure effective technical assistance and the smooth implementation of activities
Advise Kenya counterparts on technical issues and participate in relevant advisory and/or technical working groups with counterparts and partner institutions in development, adaptation and operationalization of national guidelines and policies
Provide leadership in the design of interventions to include HIV prevention, treatment, care, and support, ensuring that interventions are technically sound, evidence-based, and are sustainable
Represent Jhpiego and program in public and professional circles through meetings, conferences, and presentations
Coordinate and monitor all human, financial and material resources of the program to ensure successful implementation
Lead the annual work planning process in close collaboration with the donor, Kenya MOH, program team, and other relevant stakeholders
Guide the analysis, synthesis and reporting of outputs and results in close collaboration with the Monitoring and Evaluation Team.
Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with program goals to ensure rapid and sustainable results
Work with finance and project staff to develop and track project budgets
Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
Ensure technical compliance with USG rules and regulation
Support and strengthen the capacity of the Kenya MOH to deliver quality clinical HIV prevention, treatment, care and support services, including PITC, PMTCT, and integration with TB and MNCH services.
Support clinical training and supportive supervision of staff and MOH
Participate in design, adaptation, finalization and revision of national training packages and corresponding technical updates
Support the MOH to ensure quality of facility-based HIV and TB services through site assessments, training/mentoring of service providers, and ongoing QA support
Support the MOH to ensure quality of community-based HIV and TB services
Ensure quality program implementation, including ensuring all program components are functioning (appropriate guidelines, supplies and materials, training programs, staff and consultants, etc.)
Support and guide monitoring, evaluation and research activities related to HIV treatment, care and support including PMTCT and TB/HIV
Write donor reports, workplans, strategic plans and other program-related documents in a timely manner and provide prompt feedback to donor requests for information
Serve as liaison with county health management teams (CHMTs) including county medical officers (CMOs)
Medical Doctor required; MPH or advanced degree preferred.
Extensive programming and technical expertise in HIV programs in Kenya or the East Africa region
At least eight years of experience in managing and implementing complex public health programs of similar scope and size in a development context, with at least five of those years in Sub-Saharan Africa, preferably in Kenya.
At least five years of demonstrated experience in project design of HIV technical activities and managing and supervising teams.
At least three years demonstrated, recent experience within the capacity as senior staff in some aspect of HIV/AIDS prevention, care and treatment; and/or quality improvement/quality assurance; health systems strengthening; M&E; and operations research.
Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level
Excellent interpersonal and supervisory skills, inspiring teamwork and motivating staff and partners to achieve results.
Demonstrated strong technical and programmatic knowledge and experience in the following areas HIV counseling and testing, treatment, care, support and integration of TB/HIV.
In-depth knowledge of USG programs, regulations, compliance and reporting
Excellent program and financial management skills
Expertise in research to practice—identifying best practices and adapting them to project realities
Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
Fluent in written and spoken English and Swahili
Excellent facilitation, oral and written communications skills
Kenyan nationals strongly encouraged to apply
Computer skills (word processing, PowerPoint); statistical package knowledge desirable.
Ability and willingness to travel around Kenya up to 40% of time.
