    Biomedical Engineer

    Summary Scope of Work:

    The Biomedical Engineer will provide support to the Health Workforce for the 21st Century (HW21) project.

    The HW21 project will support country level programs in accelerating progress towards addressing key human resources for health (HRH) systems barriers to achieving 95-95-95.

    HW21 will, while working closely with the Ethiopian Public Health Institute (EPHI), ensure the continuity in COP19 of ongoing efforts to strengthen the capacity of Ethiopian Biomedical Engineers to provide ongoing preventive maintenance and repair to laboratory equipment directly supporting viral load (VL) testing.

    Learning generated from the programs will inform program strategies for Health Resources & Services Administration (HRSA) and other global HRH partners and implementers.

    The Biomedical Engineer will technically assist activities such as identifying potential areas of support in the form of technical updates, trainings, review workshops or other support as required.

    She/he is expected to provide quality deliverables and maintain sound relationships with relevant stakeholders, donor, project sites, professional associations and work closely with relevant ministries and agencies at federal and regional levels.

    Specific Duties and Responsibilities:

    As part of executing his/her assigned duties, Biomedical Engineer is expected but not limited to perform the following tasks:

  • Responsible for ensuring laboratory equipment in relation to VL machines are well maintained and functioning at full capacity.
  • In collaboration with EPHI, revise in-service training modules as needed for laboratory technology and biomedical technology professionals.
  • Responsible for training and ensuring provision of supportive supervision to trained biomedical technology and laboratory technology professionals in focused first and second line equipment maintenance to VL testing.
  • Leverage the Site Improvement through Monitoring System (SIMS) site assessment tool, to understand the current status of the 19 VL machines and related laboratory equipment in different canters.
  • Identify missing ancillary lab equipment and facilitate procurement and
    distribution of materials to VL testing sites.
  • Monitor Monitor the continual support to VL sites of routine preventive maintenance and repair of VL related lab equipment.
  • Monitor and manage the laboratory information system through the data dashboard visualization.
  • Participate in data collection for monitoring and evaluation of project support and reporting against program indicators.
  • Monitor quality of work and perform periodic evaluations to check capacity of VL sites and performance progress.
  • Contribute in annual and quarterly planning of project activities.
  • Contribute to national and global knowledge sharing to inform policy in relation to competent health workforce development.
  • Work in harmony with the mentees in provided space and time.
  • Provide continuous on job coaching and mentoring to the mentees and transfer all necessary skills.
  • Prepare performance reports as required by PEPFAR/ HRSA.
  • Participate in mid-term and terminal project performance evaluation processes.

    Job Requirements

    Required Skills and Abilities:

  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform;
  • Strong capacity in utilization of technology platforms;
  • Effective communication in English and Amharic (written and oral) with strong presentation and writing skills;
  • Establish and maintain effective working relationships with national and international staff and partners, and flexible;
  • Computer Literacy (Word, Excel and power point);
  • Ability to travel up to 40% of the time.

    Required Qualifications & Competencies:

  • A Biomedical Engineer holding master’s degree (BSc degree in engineering (biomedical or mechanical or electrical or other related) plus graduate degree in biomedical engineering or related fields);
  • A minimum of 7 years of experience in administrating and managing medical equipment installation, maintenance and revitalization or refurbishing
  • Solid experience in, assessing/ evaluating, maintaining and/ or installation of medical equipment;
  • Experience of training, coaching and mentoring health professionals;
  • Experience in developing standards, procedures or protocols for medical equipment;
  • Proven professional knowledge and competence both in theoretical and practical aspects of health care equipment management;
  • Capacity of excellent interaction, persuasive and team player attitude;
  • Strong organizational and communication skills;
  • Familiarity with the Ethiopian Health System and newly designed business processes;
  • Basic computer skills; and Advanced English language skills.
